MINUTES <br />PLANNING COMMISSION <br />4/28/82 <br />Page 8 <br />Laurie Burns, 2196 Tanager Court, spoke in opposition to the <br />rezoning having concerns with. Tanager Court going through to <br />Valley Avenue. She said she is concerned with the possibility <br />of apartments going on the property proposed for change and <br />doesn't want more traffic on her street. She said the street <br />is already impacted with vandalism because of other multiple <br />units in the area. Chairperson Getty indicated that the proper <br />time to address these concerns would be at the development stage. <br />She asked Ms. Burns if she represented the telephone company <br />and Ms. Burns said she didn't but that her business card was <br />furnished for the purpose of getting ahold of her during the <br />daytime. <br />Leontine Halverson, 4323 Valley Avenue, indicated even with the <br />rezoning she would retain her farm and not change the land use <br />at this time. <br />Dave Hills, 2057 Foxswallow, stated he wouldn't have bought the <br />house he did 22 years ago if he knew the adjoining property was <br />going to be high density. Commissioner Lindsey said his house <br />backs up to the same property but that the citizens under a <br />proposed PUD could look at the total development at the time one <br />was proposed and that a perfect example would be the Orloff <br />property across the street on Valley Avenue where condominiums <br />are built backing to the existing single family residences. He <br />said there are no windows or anything else which-would deprive <br />the single-family residences of their privacy. ~;r. Hills <br />then asked if they were notified of the General Plan change. <br />Mr. Harris explained that there was a quarter page ad taken out <br />in the newspaper announcing the public hearings covering many <br />properties throughout the City and there were many front-page <br />stories regarding the land use changes. Mr. Hills said he just <br />never realized that the vacant land abutting Foxswallow was <br />the subject of a General Plan land use change. Mr. Harris <br />explained that the General Plan land use change for the entire <br />City was a result of a citzens' committee recommendation to the <br />City Council. <br />The public hearing was closed. <br />A motion was made by Commissioner Doherty, seconded by Commissioner <br />Wilson recommending that the 8.8 acres of land (4323 and 4365 <br />Valley Avenue) located on the north side of Valley adjacent and <br />to the west of the Valley Plaza Shopping center be rezoned from <br />the "A" (Agricultural) and R-1-6500 (Single-family Residential) <br />Districts to the PUD (Planned Unit Development) High Density <br />Residential District. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Jamieson, Lindsey, <br />Wilson and Chairperson Getty <br />Noes: None <br />Absent: None <br />Abstain: None <br />4/28/82 <br />_ r.. <br />
