MINUTES <br />PLANNING COMMISSION <br />4/28/82 <br />Page 5 <br />to the surrounding neighbors. He further indicated that Mr. <br />Wallner and Hilde now own the W. R. Grace building and that <br />these gentlemen have talked with. staff and have no problems <br />with the Schoeber proposal. <br />Commissioner Wilson said he would like a condition limiting <br />the membership to 2100 with the expansion. Mr. Harris then gave <br />the definition of membership. <br />A motion was made by Commissioner Jamieson, seconded by <br />Commissioner Lindsey that the negative declaration prepared <br />for case PUD-82-5 be adopted because approval of the proposed <br />expansion would have no significant adverse effect on the <br />environment. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Jamieson, <br />Lindsey, Wilson and Chairperson Getty <br />Noes: None <br />Absent: None <br />Abstain: None <br />Resolution No. 2168 was then entered and adopted approving <br />the negative Declaration for case PUD-82-5 as motioned. <br />Commissioner Lindsey indicated that the net effect of the <br />expansion would be to improve parking. He said he is concerned <br />with future development in the area and potential parking <br />problems. <br />A motion was then made by Commissioner Lindsey, seconded by <br />Commissioner Jamieson that case PUD-82-5 be approved subject <br />to the conditions of the staff report. <br />Commissioner Doherty indicated that this matter is not just short <br />term but long term and it would be advisable for the applicant <br />to furnish decals for vehicles. He said this would aide the <br />neighbors also. Mr. Wasserteil indicated that the problem with <br />decals is that all people who frequent his business are not <br />members as he is not operating a private club. Chairperson Getty <br />indicated that if this is the case then she asked how many <br />people attend the club -- members and non-members? <br />Mr. Wasserteil estated that 900 of the court users are members. <br />He said non-members can use the facilities at 'dead time' - <br />afternoons, mornings and weekends and because of this, stickers <br />will not work. He stated that they have 15 courts with an <br />average of 22 people per court. He said there are definite <br />limits on the number of people that can be accommodated by the <br />nature of this. He said nationally membership averages 116 <br />members per court and using those standards, his club would <br />hold 3,000 but he has no intention of using this average. <br />-5- 4/28/82 <br /> <br />
