MINUTES
PLANNING COMMISSION
4/28/82
Page 4
Commissioner Wilson indicated that the area originally was PUD
and if parking shortages did occur it was planned to make it up
somewhere down the line. Mr. Harris stated that the entire area
was analyzed from a parking standpoint and that when Schoebers
first proposed their club there was nothing in the Code to
indicate how that type of business should be addressed and staff,
therefore, went to San Jose and Fremont and compared parking to
the number of raquetball courts at these locations and tried
to come up with a 'best figure' for a parking requirement. He
indicated it was said at that time the staff felt there would
be no problem parking during the day but perhaps there might be
a parking shortage in the evening but felt it would work out
because the other uses in the area would not be open at night,
but as it has turned out there is a Mexican delicatessen, bar and
two restaurants in the area now which are open late at night.
He stated that between 4:00-7:OOpm parking is a little short.
He stated he has looked at the property several times and at no
time has he seen Burger King or Buttercup Pantry full. He
stated that Schoebers has passed out circulars encouraging the
membership not to park in the property of W. R. Grace, near fire
plugs or red painted curbs. He indicated a copy of this notice
has been furnished to the Planning Commission for review..
The public hearing was opened.
Howard Wasserteil, 4497 Pontia, Fremont, concurred with. the
staff report and recommendation and stated his only comment
is that when a motel goes up chances are fairly great that most
of their membership won't park in the motel lot because it would
be very inconvenient for them to do so.
Chairperson Getty asked Mr. Wasserteil if he ever thought of
the motel people using the parking lot of Schoebers. Mr.
Wasserteil responded that it doesn't bother him when they have
plenty of parking but that especially during the. winter months
and evenings would like his parking for his membership.
Chairperson Getty then asked Mr. Wasserteil if he has ever
thought of providing stickers for membership vehicles.
Mr. Wasserteil said no he hasn't entertained this thought. He
further indicated that if the parking siutation were aggrevated
they would do another survey and if it was determined patrons
of Burger King, Buttercup or the motel were abusing their
parking spaces they would make them aware of it.
Chairperson Getty said that Commissioner Jamieson previously
asked about when Mr. Wasserteil planned to build the addition
and if he still intended to use the area in the interim for a
parking lot and gravel it for this use. Mr. Wasserteil said
there are no working drawings for the building yet and financing
hasn't been started. He said their main reason for the application
was for the acquisition of the land. He further stated he assumed
that his neighbors received copies of the staff report and
attachments. Mr. Harris said this information was not furnished
-4-
4/28/82
_-_ _-_______ _ __.__.__..._ _ _.._.._.. _ _.. _._e_._.._.. ,.. _. ,_~.,.. .,.~_.... __ _... _._.
