Chairperson Getty indicated that the developer is aware of those <br />problems and has met with the homeowners associations in these two <br />areas. Mr. Pearson said these problems have to be faced before City <br />Council acts on the project. <br />John Innes: Said that Callahan is in business to make money and has <br />spent much money on the business park. He said the EIR is the only <br />study done by City staff and, therefore, some of the others may <br />be biased. He believes that the impacts on the tri-valley area are <br />significant. He said there is construction going on in the Bishop <br />ranch area of San Ramon, Livermore Airport Park, etc. He said the <br />area east of Santa Rita Road is in the sphere of influence of the <br />City. He said the various studies take into account cities within <br />30 minutes and Orinda is at least 25 minutes away during a weekend <br />morning. He said if these types of errors are existing, what types <br />of errors exist regarding the internal street system and proposed <br />interchanges. He said housing is a problem and there is now a con- <br />flict of statements in the General Plan. He spoke to the 1992 <br />buildout. He said this could be a legal problem. He asked the <br />City's liability if the assessment districts are formed and the <br />developer doesn't finish building. He said this is not addressed <br />in any reports. He said he would like to see a Hacienda Business <br />Park in the town but it needs to be in balance with residential. <br />He said carte blanche approval should not be given to this large <br />project. He didn't want to see economics dictate densities. He <br />further asked if it was possible to have a change in procedure whereby <br />the public hearing would be open to the proposed General Plan changes <br />and Planned Unit Development at the same time since they directly <br />relate to one another. He said many people left early after speaking <br />on the General Plan. <br />Jack Hovingh proposed one entrance for the business park, that it <br />be mandatory that buses be used, that the developer sponsor a local <br />transportation system. <br />Pete Jacobson stated that trucks going down Hopyard Road when the <br />building project is taking place should use Johnson Drive and not <br />Hopyard Road. He said trucks will still come down Hopyard Road and <br />lights will be shining everywhere. Mr. Callahan said the light <br />fixtures will be moved away from the houses. Mr. Jacobson spoke to <br />noise and traffic concerns. He said there was an item on the ballot <br />in the past which was voted down regarding sewer, now there is <br />the LAVWMA pipeline. Chairperson Getty indicated she believed the <br />vote of the people included how large it would be. <br />Mr. Walker, City Manager, said the size of the pipeline was the issue <br />and that Livermore and Pleasanton were under a mandate to correct <br />their sewer problem. <br />Chairperson Getty indicated that there will be an acoustical study <br />which has not yet been completed which will give direction in solving <br />some of the noise problems. <br />-17- <br />_._.. .., ..._.... .. ....T... <br />
