Roger Gage, Prudential Insurance Company, explained the overall <br />design of the building and referred to the site plan on the wall <br />and the model. He explained the landscaping which is planned for <br />the building and also the exterior and interior features of the <br />building. <br />Norman Kornsand, Schirmer Engineering Corporation, 367 Pacific Drive, <br />Pleasant Hill, California, Fire Safety Engineer for the project and <br />Registered Fire Protection Engineer in the State of California, <br />addressed the Commission on the fire safety aspects of the building. <br />Mr. Kornsand stated that the building provides an exceptional <br />level of protection and far exceeds the building code requirements. <br />Mr. Kornsand explained the building code and its requirements <br />for a building of this size. He further compared thybuilding code <br />requirements for this building as opposed to what has acutally <br />been incorporated into the building plans. Mr. Kornsand stated <br />it is the intention of the developers to provide an exceptional fire <br />safety program which will create a far safer facility than one which <br />would be built to minimum requirements. <br />Chairperson Lindsey asked for an explanation of the function of <br />the mechanical penthouse on top of the fifth floor and its height. <br />Roger Gage stated it is just screening for the mechanical equipment <br />and the height is 14 ft. 6 in. <br />Fire Chief Joe Hill stated he has been working with the Prudential <br />property for some time and has had a lot of consultation meetings <br />regarding the height limitation of this building and the fire safety <br />aspects. <br />Chief Hill stated they are working conceptually with design of the <br />ladder which will go from the balconies to the roof. He stated <br />there is a 13 ft. 6 in. ladder which will be pivoted at the top <br />of the roof level at the parapet and pull out one-fourth of the <br />distance of that height to give the correct climbing angle. He <br />further stated they are conceptually working with access locations to <br />the balconies. At the present time the landscaping is designed <br />close to the building and the fire truck capable of reaching <br />65 ft. has to get within 5 ft. of the building. Chief Hill stated <br />methods to provide the access are being worked out. <br />Chief Hill reviewed all of the fire safety features proposed for the <br />building and stated he did not feel there was anything additional which <br />needed to be added. <br />Commissioner Jamieson asked about the location of the ladders. <br />Chief Hill referred to the models and explained the exact locations. <br />Commissioner Doherty asked Chief Hill if he considered the fire <br />protection in this building average, above average, or understandard. <br />Chief Hill stated he felt it was above average. <br />Commissioner Wilson inquired about modifying the current fire truck <br />so that it would be able to reach the necessary height for this <br />building. Chief Hill stated the truck had a gross vehicle weight <br />limit of 2 axles and this type of modification would need 3 axles. <br />-2- <br />
