He spoke of his experience with the condominiums on Santa Rita Road <br />which are slow in selling because of economic conditions and stated <br />that he was able to rent some of the units because of the low vacancy <br />rate within the City. He cited the amenities offered in this project <br />that were not offered in the previsouly approved development. <br />Steve Hughes, 587 Touriga Court, spoke. He indicated that he thought <br />the units would be better if they were built as condominiums and <br />not apartments even though they will be rented. <br />James Griffin, 3036 Chardonnay Drive, spoke to traffic concerns on <br />Vineyard Avenue and the additional traffic placed on that street with <br />the development of this project. He said a traffic study is needed <br />on Vineyard Avenue to know just exactly what should be taken into <br />account. <br />Vice Chairperson Jamieson asked when the last traffic study in the area <br />was done. Mr. Warnick replied that there hasn't been one in the <br />last two years. He further indicated that the construction of Pico <br />should alleviate the problem somewhat. He said in the spring, with <br />MTC participating in the funding, a bike path will be provided on <br />the unpaved portion of Vineyard. <br />Nancy Storch, 3139 Chardonnay Drive, presented a map of the area <br />showing densities and indicated she felt there would be a significant <br />adverse impact on the environment with the addition of 88 units to <br />the area. Mrs. Storch spoke to problems relating to traffic impacts <br />with high density of the area and that much traffic, even with the <br />Pico Avenue extension, will still come down Vineyard Avenue to <br />First Street, an already congested area. She indicated with the <br />208 units going up behind Flair Market at Pico and Tawny and 244 <br />mobile home units, that the people wishing to go north and west <br />will also be using Vineyard Avenue to First Street. She asked <br />how Vineyard Avenue can stand any more traffic even with bike lanes <br />provided. She said this street appears to be carrying the maximum <br />load right now. She further indicated that perhaps it is time to <br />change the General Plan for the area. <br />Vice Chairperson Jamieson indicated that there is a general plan review <br />committee in the works and they are looking for volunteers. He <br />further indicated that this area has been High Density Residential <br />for years. <br />Jerry Morrow, 6890 Via Quito, stated that the City is in dire need <br />of apartments for senior and young citizens and urged the Planning <br />Commission to recommend approval of this project. <br />Steve Hughes, 587 Touriga, stated that Mr. Harris will be converting <br />these units and didn't believe the City was getting rental units with <br />this in the future. <br />-9- <br />
