Frank Belecky, Madeira Drive, spoke to hazardous conditions of the
area because of lack of sidewalks. He further said utility poles
are planted right in the middle of existing sidewalks in the area.
Mr. Belecky said it is difficult to use the sidewalk for a bike lane.
Mr. Warnick indicated that in the area where sidewalks already
exist no improvements are planned. Mr. Belecky said that the apart-
ments in the area currently have very narrow driveways and this makes
it difficult for cars trying to get into or come out of the units
except for the newly constructed units.
Mr. Harris indicated there will be no driveway into the proposed
development and that there will be a new street.
Joe Rose, 421 Amador Court, spoke to traffic concerns in the Vineyard
Avenue area. He said parking is a problem, that most units have at
least two cars per unit. He asked about the visitor parking for the
proposed new units. He said people park everywhere throwing beer
bottles and garbage in front yards. Mr. Rose indicated that visitor
parking at one per seven units is not enough. He indicated that the
north side of Vineyard Avenue has no on-street parking. Commissioner
Doherty said the requirement is 147 parking spaces and the developer
is providing 179, which is about 30 percent over the ordinance
requirement. Mr. Harris said there will be street parking on the
new street for 30/40 cars. Mr. Rose said that the Police Department
is always getting calls from the poeple on Christina Court and he
didn't want the same to happen on the other courts.
Howard Neely, 448 Amador Court, said rental units are needed in this
town but it is wrong to assume apartment dwellers only have one car.
He said Joe Madden doesn't have his project filled yet and there are
two additional parcels next door and they will probably want to
develop them at the same density. He said there are problems
now on Christina Court with Auf der Maur's units and the people on
Amador Court don't want that to happen on their street. He said
he doesn't see why a traffic study is necessary because the traffic
is a sad situation as it now stands. He further said he has checked
the mailing list for the surrounding homeowners and some people were
missed. He said the developer should have set down with people
of the area and that if the project is recommended for approval many
citizens will be at the City Council meeting.
Junior Monroe, 440 Amador Court, indicated his concerns were brought
out by the previous speakers but that while the City does need
apartments, there are too many on Vineyard Avenue now.
Vice Chairperson Jamieson asked Mr. Harris about the mailing list and
notification of persons within 300 feet. Mr. Harris indicated there
are about 45 people on the list of notification as well as agendas
sent to all of the homeowners associations.
-11-
