RZ-82-18, City of Pleasanton <br />Application of the City Council to pre zone approximately 2.25 acres of <br />land located south of the Arroyo Mocho immediately west of the extension <br />of Pico Avenue in the Vintage Hills area. An application to annex this <br />property to the City is now under consideration. The Planning Commission <br />may recommend any zoning for the property in conformance with the <br />General Plan. A negative declaration of environmental impacts will also <br />be considered. <br />This matter was continued to 12/8/82 and will be readvertised to change <br />Arroyo Mocho which was incorrect in the legal advertisement. <br />Tentative Map Tract 5112 <br />Application of Breilh Homes, Inc. to subdivide approximately 2 acres of <br />land to yield 32 townhouse units and common area at the southeast corner <br />of Pico Avenue and Palomino Drive. Zoning for the property is PUD (Planned <br />Unit Development)-High Density Residential District. <br />Mr. Harris reviewed the staff report and stated that the subdivision is <br />almost a technical requirement and that there is an approved Planned Unit <br />Residential development for this site. He further stated the proposed <br />subdivision conforms with this approval. <br />The public hearing was opened. <br />Ms. Pat Ullrey, 850 Concord, said she didn't want anymore townhouses in <br />her neighborhood because of traffic, debris in the area. <br />Commissioner Getty indicated that there had been two separate public <br />hearings regarding this development in the past. Chairperson Lindsey <br />explained that the project is approved and the tentative map is just a <br />formal requirement of that development at this point. <br />Frank Belecky, 892 Madeira Street, asked that the matter be removed from <br />the Planning Commission calendar because of the serious controversy in <br />the area regarding traffic. He said they have not had sufficient time <br />to examine this particular project. He said they are protesting the <br />Quail Creek development and the Harris-Vallarino project was denied. <br />He said he would like time to poll the neighbors concerning this <br />matter. He said he could have had many people here tonight speaking <br />on the project if given sufficient time. He felt that EIRs should be <br />prepared for the nine projects in the area to address the citizens <br />concerns. <br />Commissioner Getty said this project has gone through the entire public <br />hearing process and the reason it wasn't started before was because <br />of financing and that to reject this matter or put it off now would <br />be tampering with property rights of the owner. She said Quail Creek is <br />a different project especially in view of the fact that it will have a <br />different traffic pattern than the Breihl development. She also <br />pointed out there is approved development at the corner of Vineyard and <br />Pico. Chairperson Lindsey said it would not be appropriate at this time <br />to put this matter off or to deny it. Commissioner Doherty spoke to <br />the process regarding the PUD on the property and the RAP approval <br />which have gone through City Council. He said there was a negative <br />declaration adopted for this project. <br />-6- <br />
