OLD BUSINESS - Public Hearings <br />GP-82-9, Meadow Plaza Associates <br />Application of Meadow Plaza Associates to amend the General Plan land <br />use designation of all or any portion of the approximately 8 acre site <br />located south and east of the Exxon Service Station at the southeast <br />corner of Santa Rita Road and West Las Positas Boulevard from Commercial <br />and Offices to High Density Residential. Said property abuts the rear <br />of the lots located at the west side of Weymouth Court. A negative <br />declaration of environmental impacts will also be considered. <br />Mr. Harris reviewed the Staff Report and explained that this item had <br />been continued from the Planning Commission meeting of November 10, <br />1982. Mr. Harris stated that at that time the applicant requested a <br />General Plan amendment to change 42 acres of the property to High <br />Density Residential and 3.3 acres to remain Commercial and Offices. <br />Mr. Harris referred to a letter received from the applicant dated <br />December 3, 1982 in which they are now requesting 5.8 acres High <br />Density and 2 acres Commercial. <br />The public hearing was opened. <br />Glen Kierstead, representing Meadow Plaza Associates, addressed the <br />Commission. He reviewed the proposed condominium project and also <br />stated they felt the availability of commercial development in the <br />area would be an asset to the residents in the area. Mr. Kierstead <br />stated that a reason they are requesting this change is that the <br />developers, which consist of 12 individuals, have been placed in the <br />North Pleasanton Assessment District and that the assessments for <br />this property would amount to $400,000. He stated this was a burden <br />which they could not sustain. He also stated that if they are allowed <br />2 acres Commercial, they would be removed from the District. <br />Commissioner Wilson inquired as to the plans for development and asked <br />if they were planning to use a common driveway between Commercial and <br />High Density. Mr. Kierstead stated the entrance shown on the plan is <br />the same as the one on the plan for the shopping center which was <br />previously submitted. <br />William Kovac, 3124 Weymouth Court, stated that his property abuts the <br />proposed development. He said he was very interested in the development <br />and would like to see it developed in a proper manner and reviewed some <br />of his concerns for future development. Chairperson Lindsey informed <br />Mr. Kovac that these matters would be taken up at a later time. <br />Commissioner Wilson asked Mr. Kovac if he preferred the High Density <br />and Commercial as opposed to all Commercial. Mr. Kovac stated he <br />had no objection and no preference. <br />Cora Burton, 3172 Weymouth Court, stated she was in agreement with <br />the present plan.
