Tom Sullivan, 7860 Olive Court, Pleasanton, stated he lived just to <br />the west of the proposed West Las Positas interchange. He also expressed <br />his opposition to a complete interchange in a residential neighborhood. <br />Mr. Sullivan asked if the Assessment District had been formally formed <br />at this time. Mr. Warnick stated it had not been formed but that the <br />City had petitions representing approximately 70 percent of the properties <br />in the District; the engineering work was proceeding; and that in June <br />or July there would be a public hearing on the actual formation of the <br />District. <br />Mr. Sullivan asked if this type of proposal requires an EIR. Mr. Warnick <br />stated there will be an EIR to be considered at the time of the public <br />hearing and formation of the District. Mr. Warnick further stated that <br />this was a preliminary step for conceptual approval so that staff can <br />request Caltrans review of our proposals to find out what can or cannot <br />be done so we can get more accurate costs before the public hearing for <br />creating the District. Mr. Warnick said that an EIR consultant had been <br />hired. <br />Commissioner Wilson asked if it would be sometime down the road before <br />construction would be started on the West Las Positas and 680 interchange. <br />Mr. Warnick stated he envisioned this as probably being the last of <br />the freeway projects, perhaps 10 years from now. <br />Commissioner Wilson stated he had read an article in the paper that the <br />number of people expected to be employed at Hacienda had been lowered <br />by 25,000 and asked if this could not chance the need for some of the <br />roadway improvements. Mr. Warnick stated he had not seen the report. <br />He further stated that at this time, we should go ahead with what the <br />ultimate project might be and, if necessary, changes could be made later. <br />John Ferreri, 865 Abbie, Pleasanton, spoke on behalf of the property <br />owner of Tracor-NBA and stated that they would like to state that with. <br />regard to the changes for the proposed interchange at Santa Rita, his <br />client would prefer that the changes, as proposed by staff, not be made. <br />He stated that the changes that are proposed for the interchange call <br />for Pimlico to run straight through to Brockton rather than maintaining <br />the curved alignment that currently exists. Mr. Ferreri explained by <br />reviewing a map on the wall. <br />Mr. Warnick stated that Mr. Ferreri is suggesting that Plan B be used <br />instead of Plan A which has been recommended by the staff and traffic <br />engineers. Mr. Warnick explained Plan A would widen Pimlico along the <br />existing alignment and Plan B would keep it on the existing alignment <br />and not split the property Mr. Ferreri is representing. <br />Commissioner Wilson asked what the effect would be of splitting this <br />property. Mr. Warnick stated that basically it would create two parcels <br />but that he did not feel that this necessarily had to delay development. <br />Mr. Ferreri stated his client would like to sell the property but that <br />it would be hard to attract a buyer who would want to develop the property <br />under the circumstances. Mr. Warnick stated that he would do everything <br />he could to not let this happen and further stated that the City might <br />work this in as a roadway project in advance of the actual interchange <br />improvements. <br />-10- <br />
