Roger Gage, Prudential Insurance Company; stated that in their initial <br />studies, their traffic engineers and civil engineers looked very <br />carefully into the situation, particularly on traffic, and it was their <br />feeling that the scope of work included in the Staff Report was necessary <br />for the traffic conditions in North Pleasanton. He further stated that, <br />speaking for Prudential and CPS, they concur with the Staff Report and <br />would like to see the project proceed to the State for approval. <br />Commissioner Wilson asked Mr. Gage about the newspaper article he <br />recently read which stated that Hacienda might be employing 25,000 <br />less people and inquired about the impact this might have on traffic. <br />Mr. Gage requested Bissell and Karn answer the question. <br />Pete Ruggeri, Bissell & Karn, stated he had not read the article. <br />Chairperson Lindsey asked if this study would be taken into consideration <br />when the EIR is complete. <br />David Wright, CPS and Associates, addressed the newspaper article and <br />stated the report was done by Gruen and Gruen. He said this report <br />was an effort to get a better handle on the issue of primary and <br />secondary jobs. Commissioner Wilson asked if the report is available <br />to the City staff, and Mr. Wright answered it was. <br />Jack Hovingh, 4250 Muirwood Drive, Pleasanton, stated he also would be <br />affected by the West Las Positas interchange and voiced his opposition. <br />Besides the drop in property values, he stated another concern was the <br />children who cross West Las Positas going back and forth to school. <br />Mr. Hovingh requested that the Commission delete the West Las Positas <br />interchange from consideration on this project. <br />The public hearing was closed. <br />Commissioner Jamieson stated that when matters are discussed so often, <br />very often they become set in concrete and that when it is time to make <br />a final decision, approval seems to follow very naturally. <br />Commissioner Wilson stated he feels there is a lot of potential with <br />the 5 cent gas tax increase, etc., for the possibility of BART. He <br />stated that this might have an effect on whether the West Las Positas <br />interchange is needed 10 years from now. <br />Chairperson Lindsey stated he did not feel that any action taken now <br />is cast in concrete. He further stated that from the City's standpoint <br />we need to start from a planning process. <br />Commissioner Jamieson inquired as to what exactly was being submitted to <br />the State. Mr. Warnick stated we are submitting conceptual plans. The <br />final plans will probably be drawn by Caltrans and will probably not be <br />drawn all at one time. He also stated there would be an EIS on the <br />overall project with input from the public and that the City would be <br />-11- <br />
