He requested additional time <br />for more citizens to review the map <br />and the environmental element and the <br />'supplement. He verified when the <br />(matter would be referred to Council <br />'and wondered if his concerns should <br />be addressed at this stage or if it <br />,should be addressed at a later time. <br />Mr. Savery verified that in fact the <br />growth rate indicated was an average <br />2g increase over the next 20 years. <br />How the program will be implemented <br />exactly, was not known at this time, <br />but Mr. Harris indicated that staff <br />is recommending that the comprehensiv <br />growth management program be the tool <br />to be used from a geographical, spaci 1, <br />chronological standpoint to implement <br />the procedure. There will be many <br />constraints which the City would be <br />confronted with, mainly legal ones. <br />He cited other cities, such as Petal a, <br />Davis, etc., who are working with suc <br />a program. <br />Next, Mr. Savery referenced the draft <br />environmental impact report for Willo~ <br />West, and was concerned because the <br />circulation pattern contained within <br />that report was also mirrored in the <br />environmental element as an alternate <br />plan.
