Secretary Harris explained the memorandum attached from Director of Engineering Services. It was requested that this matter be taken care of as soon as possible since if the property is annexed to the City prior to the end of the year, property taxes for fiscal 1977-78 may accrue to the City. Therefore, Secretary Harris requested that a special meeting be set to review this matter, thus clearing the way for it to become annexed to the City. A motion was entered and adopted setting a special meeting by November 3, to review this matter. Secretary Harris explained the material dated October 12, 1976, per- taining to this matter. Basically, this is an application before the Hayward Planning Commission to allow two 40-acre parcels without frontage on a public or private street to be approved as building sites. Since access to these two sites will be via an extension of Santos Ranch Road, the Hayward Planning Department, for various reasons, have concerns regarding this application. They are recom- mending that the matter not be acted on at this time. The Pleasanton staff is asking the Commission to concur with the concerns of the Hayward Planning Department. The Commissioners instructed staff to send a letter to that jurisdic- tion expressing the concerns of the Pleasanton Planning Commission should these lots be approved for building sites. MATTERS FOR COMMISSION'S INFORMATION Secretary Harris said-that the Growth Management Plan information recently submitted to the Commissioners would need to be carefully reviewed, particularly the Policy Statement. He explained that this matter is to go before the City Council on October 26 and it is im- portant that input be received by October 22. MATTERS INITIATED BY COMMISSION MEMBERS Commissioner Jamieson requested information to be placed on cards indicating the findings which should be made for variances, conditional uses, etc., and which actions would take a resolution and which ones motions. -$-
