C. Elliott, Inc. - application to rezone an approximately <br />14 acre parcel of land located between Tawny and Palomino Drives im- <br />mediately east of Pico Avenue from C-N (.Commercial Neighborhood) and <br />PUD (.Planned Unit Development-Multiple Residential) District to C-N <br />and RM-4000 Districts. <br />Secretary Harris indicated that the new proposal is an improvement over <br />the old configuration in effect. Staff recommendation is for approval. <br />The Public Hearing was opened. <br />Mr. Harry Elliott, Jr., was present to speak for this application. <br />Marilyn Sheehan, did not object to the apartments or shopping center, <br />but wondered whether the uses within the center would be suitable for <br />the residents. Also, she wished to know, from reviewing the new zoning <br />proposal whether a new street would need to be cut in to serve the <br />apartments. Also, if this would open the door to other commercial <br />developments in the area. <br />Next, Therese Vicknair, 464 Ewing, spoke, worrying about increased <br />traffic in the area. <br />Shirley Roth, 922 Crellin Road - expressed concerns. There are so <br />many children attending school in the area, that it is necessary for <br />mothers to stand on the corners during certain hours to make certain <br />that the children don't get into trouble. <br />The Public Hearing was closed. <br />It was the general consensus of opinion among the Commissioners that <br />they could approve this request if the density is not increased. <br />Upon inquiry from Commissioner Jamieson, Mr. Elliott stated that the <br />shopping center would begin development when an anchor tenant is <br />secured. This generally occurs when the area can draw a population <br />of about 8,000. He indicated he would be willing to settle for a <br />straight across the board swap in multiple density.
