Tax delinctuent lands in the Pleasanton Township County Water District. <br />Secretary Harris indicated that the December 8 staff report is an update <br />of the situation which was originally brought to their attention at the <br />November 3 special meeting. Mr. Harris explained that at a later date, <br />perhaps the Planning Commission may want to take some sort of action on <br />the matter. Right now, the Legal Department is working on it. <br />Councilman Brandes joined the meeting at 11:25 P.M. <br />Mr. Levine described the various steps his office is taking to bring <br />foreclosure proceedings on the property, adding that it may take from six <br />months to a year. <br />From a planning standpoint, Mr. Harris indicated that the only concern <br />staff has pertains to the properties which can be seen from the Valley <br />floor. The bulk of the property is in the City of Hayward. Total cost <br />to purchase the land is over $400,000. It may not be necessary to do <br />anything about the properties at this time, but from a planning viewpoint, <br />the only way the City can assure these properties will remain open space <br />is to purchase them. <br />However, the Commissioners felt that the City had far more pressing finan- <br />cial problems and recommended no action be taken by the City to buy the <br />properties at this time. <br />MATTERS FOR INFORMATION OF COMMISSION <br />A. Discussion ensued on the question of whether the City should adhere <br />to the policy of undergoing design review proceedings for any construction <br />work, and Mr. Alan Campbell explained what types of city construction <br />have taken place without design review. He explained that historically, <br />some matters related to the Sunol Corporation Yard have not gone to Planning <br />Commission prior to construction, but this policy can be changed to take <br />care of this. <br />The Commissioners felt that it would be advantageous to have all new city <br />construction reviewed by them. <br />B. Secretary Harris indicated that the draft report on the Alameda County <br />Airport Land Use Policy Plan and Environmental Impact Report was reviewed <br />the day before and a hearing is scheduled for the first part of January. <br />It was pointed out that former Planning Commissioner and Councilman Roger <br />McLain is serving as an alternate member of this commission. <br />Some discussion ensued as to where the County's input would stand in <br />relation to State and Federal control. <br />C. Secretary Harris stated that the Vineyard Avenue rezoning of the multi- <br />ple and some single family lands was scheduled to go before the City Council <br />on Monday, December 13. The Commissioners felt it might be advantageous to <br />have one member present to explain their position and Commissioner Doherty <br />indicated he would attempt to be there. Councilman Brandes stated that if <br />any of the Commissioners had feelings about this case they could call him. <br />-9- <br /> <br />
