Some of these included traffic and other public safety problems. The ordinance did not define this type of use clearly, and in order to obtain better control on these types of developments, the Council felt that the best way to attain this would be to revise the ordi- nance. Commissioner Wood did not agree with this proposal, as he felt that one type of store should not be singled out. The Public Hearing was opened. Mr. Brad Hirst, 2456 Minivet, spoke. He encouraged the Commissioners to take this review one step further to consider prepared or packaged foods, and whether or not it is prepared on or off-site. Perhaps some definition per- taining to this should be added. Also, what consideration should be given to an existing real estate office in a given building goes out and a convenience store wishes to locate there. V1hat kinds of controls would be needed. He felt it would be in the best interest to cover all these items now. The Public Hearing was closed. Commissioner Wood felt that this matter should be given more study. The Commissioners discussed the need for a separate definition for convenience markets but decided that it would not be necessary if all markets became conditional uses. After some further discussion, Resolution No. 1483 was entered and adopted recommending to the City Council that an ordinance amendment be approved indicating that food markets including supermarkets, convenience markets and specialty markets be conditionally allowed in the C-N, C-C and C-R Districts.
