In conclusion, Mr. Harris stated that this general plan amendment is to <br />correct that oversight. <br />Discussion took place over word terminology designation of sand and gravel <br />harvesting lands, with Commissioners Doherty and Jamieson feeling provision <br />should be made in the General Plan map text for description, at least, of <br />what sand and gravel harvesting operation means. They recommended using <br />"strip mining," to designate such lands. Commissioner Jamieson asked <br />whether a condition could be imposed which would require the developer to <br />advise people that sand and gravel lands are located adjacent to residential <br />property. Secretary Harris stated that this condition could be imposed at <br />the prezoning stage. <br />Considerable discussion took place regarding feasibility o_f_ changing the <br />General Plan text to better illustrate sand and gravel harvesting lands. <br />Various definitions were proposed and Secretary Harris stated that the General <br />Plan did not have a definitions section. Mr. Levine stated State law <br />refers to strip mining as surface mining. It was decided that staff would <br />take the foregoing under advisement. <br />The Public Hearing was opened to discuss the negative declaration filed <br />for this project. A gentle- <br />man in the audience asked what medium density residential designation would <br />produce and he was advised this would yield eight units per acre or less. <br />Upon query from a lady in the audience, Chairman Butler advised her that <br />the City has no plans at present to annex the land.
