The Public Hearing was closed on the negative declaration. <br />Chairman Butler wished to discuss two distinct problems; a) effect of the <br />use on adjacent properties, and b) the site is removed from the primary <br />sections of the city, and this is the type of use which would generate large <br />numbers of young people biking to the facility. Hopyard Road and Johnson <br />Industrial Drive are not good bikeways. Commissioner Wood commented that <br />while the area is zoned for industrial uses, as soon as Tennis Town went <br />in, the complexion changed. He would like to see curtailment of some of <br />the traffic to Hopyard/Johnson Industrial Drive, by opening up another road <br />from Stoneridge Drive running north and entering the complex from the west. <br />Commissioner Shepherd shared concern of mixing of zoning from a theory <br />standpoint. But to allow the property to remain empty, is also a waste. <br />He could see no problem with establishing such a facility there. He sug- <br />gested installation of bike paths, which would benefit more than just the <br />children. <br />Resolution No. 1526 was entered and adopted making the finding that this <br />proposed project could not have a significant effect on the environment <br />and a negative declaration will be prepared. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Wood <br />Ayes: Jamieson, Shepherd, Wood, Chairman Butler <br />Noes: None <br />Absent: Doherty <br />Abstain: None <br />Application for a conditional use permit to allow the operation of a skate- <br />board park on a approximately 1.5 acre portion of the site at 7100 Johnson <br />Industrial Drive; zoning for the property is I-G (General Industrial) <br />District. <br />Secretary Harris asked that Condition #4 be amended to delete "provided" <br />and substitute "is approved." <br />The Public Hearing was opened on the conditional use review. Mr. Lawrence <br />was present and indicated he had no concerns about the staff report. <br />Commissioner Jamieson verified from the applicant that there would be some- <br />one to monitor the machines in the game room and provide needed supervision. <br />There would be one staff member assigned to the pro shop also. Two people <br />will be on the track at all times. <br />Mr. Lawrence indicated that the staff would be recruited from local skate- <br />board enthusiasts. <br />Regarding provision of some sort of snack bar facilities, Mr. Lawrence <br />stated they would attempt to install some sort of 12 X 15 self-contained <br />modular unit. Otherwise, they would use vending machines. <br />-3- <br />
