It was Goodwill Industries' position that the trailer would not cause traffic <br />problems to the four existing homes at the end of Vervais Avenue. <br />Commissioner Wood acknowledged the integrity of the Board of Goodwill,Indus- <br />tries, but stated that the original feeling of the Commission was to locate <br />the center out by the transfer station site. Mr. Krause explained that <br />their pattern is to locate their centers in shopping centers. <br />Discussion ensued regarding possibility of locating the center elsewhere, <br />such as Safeway shopping center. <br />Secretary Harris felt that if this site would be considered, perhaps it <br />should be under a conditional use permit. Staff would be quite concerned <br />about keeping the dust down on the site. Would probably also condition <br />the use to not allow any other uses on the site, such as car rentals, storage <br />of vehicles awaiting repair, etc. Certain areas of the lot should be paved also. <br />Chairman Butler stated that the Planning Commission would like to see <br />Goodwill Industries establish a center in an appropriate area in town. They <br />would consider a temporary use on the Vervais/Santa Rita Road lot. But <br />could not speculate on what might be required of them. <br />Next, a Mrs. Swyier spoke for Goodwill Industries. She did tour the City <br />and first approached the shopping centers. She felt that Safeway Center <br />would be inappropriate because of the layout of the parking, which would <br />not allow for very much free space around the collection center. However, <br />the Commission members still felt this location would be more appropriate. <br />When Commissioner Shepherd suggested the vacant lots between Alpha Beta <br />Center and the Safeway Center, Mrs. Swyier indicated it was not their policy <br />to establish centers "off the beaten path", which would be more prone to <br />becoming attractive nuisance problems. Some comment was also made to con- <br />sider the Lucky Shopping Center as a possibility, or even some City property. <br />It was decided that the Goodwill Industries representatives would scout <br />further, and then if they decide to stay with the Vervais/Santa Rita Road <br />lot, would apply for a conditional use permit. <br />UP-77-7, Mark Lawrence <br />Review of negative declaration for project to construct a skateboard park <br />at 7100 Johnson Industrial Drive. <br />Staff described the report, recommending approval. <br />The Public Hearing was opened on the negative declaration review. Mr. Mark <br />Lawrence indicated he had no comments. <br />Commissioner Jamieson asked about drainage along the runs. Mr. Lawrence <br />said there is about 20 ft. on the main runs and a drop of about four feet <br />in the beginners area. There will be iron grates installed and a pump to <br />eliminate the water. <br />Commissioner Shepherd asked what the game room would consist of, and Mr. <br />Lawrence replied there would be about 30 video machines, and 10 pinball <br />machines. The game room would be adjacent to the pro shop. There will be <br />a $1.00 per hour charge, and the cost of elbow and knee pads (mandatory for <br />all skateboarders) would be $1/day. <br />-2- <br />
