developing under County jurisdiction, there would be certain uses which <br />would not require design review. The City would want a buffer strip <br />along the west side of the property in order to protect the existing <br />residences. This may not occur if the land stays in the County, because <br />the County may not have the option of design review in all cases. <br />Bill Hirst, 147 Bernal Avenue, attorney for Mr. Madden, spoke. He re- <br />quested favorable consideration. He stressed that Mr. Madden did not <br />wish to participate in any discussion or take a position regarding an- <br />nexing of surrounding properties, but was present merely to speak for <br />annexation of his own land. <br />Next, Mr. Earl Augusta, property owner on Stanley Boulevard, spoke op- <br />posing annexation of other properties in conjunction with Mr. Madden's <br />request, if only three or four parcels are annexed. If the whole area <br />would be annexed, then he would be more amendable to it. He indicated <br />that this property is on the "wrong" side of the buffer strip, and re- <br />quested that he be excluded from this annexation. <br />Next, Sandy Sinclair, who resides in a 72-year old home on Stanley <br />Boulevard, spoke, advising the Commission that Stanley Boulevard has <br />the second highest accident rate in the area. She was against being <br />annexed to the City. <br />Morris Jones, resident on Stanley Boulevard since 1927, stated that 19 <br />property owners voted against annexation, two are in favor and eight <br />are retired. He also cited the number of accidents which have occurred. <br />Mr. Augusta then asked at what point he should refile his request for <br />an environmental impact report to be prepared. The process was ex- <br />plained to him. <br />Chairman Butler told the Commissioners that the City Council would ap- <br />preciate some kind of a recommendation from the Planning Commission. <br />The consensus of feeling among the Commissioners was that if annexation <br />should take place, it should probably take in as large an area as pos- <br />sible, but they were concerned about so many of the surrounding property <br />owners being opposed to that position. <br />Commissioner Jamieson expressed strong opposition to spot annexation, <br />saying he would support the request only if the whole street were to be <br />annexed. He sympathizes with Mr. Madden but could not support any type <br />of spot annexation. <br />Resolution 1565 was entered and adopted recommending to the City Council <br />annexation of only the Madden property. <br />Roll Call Vote <br />Resolution: Butler <br />Seconded: Shepherd <br />Ayes: Doherty, Shepherd, <br />Noes: Jamieson <br />Absent: None <br />Abstain: None <br />Wood, Chairman Butler <br />-10- <br /> <br />
