Don Sooby, Director of Engineering Services, presented the staff <br />report. He also presented a map showing an aerial view of the vicinity. <br />In evaluating the annexation request, Mr. Sooby concluded that Alter- <br />native A should be pursued as it appeared to be the most logical of <br />the three alternatives in dealing with the area. <br />However, most of the homeowners in the area objected to being annexed <br />to the City and presented a petition requesting that an EIR be prepared. <br />Considerable discussion ensued between staff and the Commissioners re- <br />garding pros and cons of this action. <br />The processes to be followed in annexing the property through LAFCO <br />were explained. Secretary Harris stated that an environmental impact <br />report would be prepared, probably at the prezoning stage, either by <br />the City or LAFCO. Regarding the restricted growth policy, it would <br />still be in effect until the Residential Allocation Program is in <br />operation. The first part of the restricted growth policy instructs <br />the Planning Commission to defer consideration of all annexations ex- <br />cept for those properties not requiring a significant number of sewer <br />connections. Secretary Harris pointed out an advantage of having the <br />land in the City, because as Commercial Service zoned property, and <br />-9- <br />
