UP-77-15, Peter and James Morrill - application for a conditional use permit <br />to allow the construction and use of a warehouse facility on a 2.2 acre site <br />located on the north side of Ray Street just westerly and behind the nuclear <br />laundry at 65 Ray Street. Zoning for the property is C-S (Commercial Service) <br />District. <br />Secretary Harris explained that this conditional use permit would be a <br />blanket one for warehousing uses only. It would not be a blanket conditional <br />use for any other type of use in the C-S District. <br />The staff felt the design is such that it would cause minimum amount of <br />nuisance to the surrounding properties. <br />The Public Hearing was opened. <br />Mr. James Morrill, applicant, was present. Again, he asked for some flexi- <br />bility regarding hours of operation. <br />Mr. Morrill stated that his company would be using one-third of the building, <br />with two-thirds of it to be leased out. <br />Chairman Butler emphasized to the applicant the necessity of being a "good <br />neighbor" and making every attempt to minimize all nuisance factors. Mr. <br />Morrill assured the Commissioners that they are very cognizant of this. <br />Mr. Fred Holzer asked for an explanation of the operation intended for the <br />building. Mr. Morrill provided him with an explanation of his operation. <br />Mr. Holzer expressed concern regarding efficiency of landscape screening <br />acting as sound buffer. Also, he expressed concern regarding maintenance <br />of the redwood trees. It was explained to him that there is a condition in <br />the design review approval to cover this requirement. <br />Next, Ray Bianchi, resident on Walnut Drive, asked that the undeveloped <br />portion of the property somehow be kept from being turned into a junk yard. <br />Secretary Harris stated that a condition could be added to this application <br />to take care of this potential problem. <br />Mrs. Holzer wished to know what else they plan for the balance of the pro- <br />perty. She then asked what the hours of construction would be. Deputy <br />City Attorney read the list of uses for the Commercial Service District and <br />also the setback requirements for the C-S District. <br />Next, Mary Koz asked about the drainage. Mr. Morrill explained that they <br />intend to install a storm drain system to the Del Valle. <br />There being no further comments, the Public Hearing was closed. <br />Discussion ensued between the Commissioners and staff regarding the types of <br />problems which can arise when residential uses occur next to commercial uses, <br />and the types of precautions which must be taken, wherever possible, to <br />successfully meld those uses. <br />-4- <br />
