The staff report was described by Secretary Harris. Because the recommended <br />rezoning would create some spot zoning (referencing the Exxon Corporation <br />property zoned C-F), the staff is recommending rezoning for that property <br />in conjunction with the requested rezonings filed under RZ-77-13. The re- <br />commendation would be for the entire property to be rezoned to the C-C <br />District. <br />Commissioner Wood ascertained from staff that the veterinary hospital with <br />the passage of the rezoning, would become a non-conforming use. He wished <br />to know what the alternatives would be for rebuilding if a fire consumed <br />more than fifty percent of the property. He also asked about an easement <br />to serve all the properties in question. Secretary Harris replied that some <br />arrangements would need to be made in that regard. <br />The Public Hearing was opened on the negative declaration review. <br />Mr. Brad Hirst, representing the application, agreed with the staff report. <br />Regarding access for the homes to the west of the properties, there is a <br />recorded easement which also holds all the utility lines, and railroad sig- <br />nals. It was his opinion that this rezoning would allow for more compatible <br />and orderly development of the area. <br />There were no further comments and the Public Hearing was closed on the <br />negative declaration review. <br />Resolution 1571 was entered and adopted making the finding that the proposed <br />project would not have an adverse effect on the environment and that a <br />negative declaration would be appropriate to file on this project. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Wood <br />Ayes: Shepherd, Wood, Chairman Butler <br />Noes: None <br />Absent: Doherty, Jamieson <br />Abstain: None <br />Application of Jo Betty Allen, Raymond Young, Site Selectors, Inc., and the <br />Planning Commission to rezone four parcels of land containing about 1.3 acres <br />located at 915, 923 and 929 Santa Rita Road from the C-S (Commercial Service) <br />and C-F (Commercial Freeway) Districts to the C-C (Central Commercial) Dis- <br />trict. <br />The Public Hearing was opened on the rezoning application. No one spoke and <br />the Public Hearing was closed on the rezoning application. <br />Resolution 1572 was entered and adopted initiating rezoning for the Exxon <br />Corporation property from the C-F District to the C-C District, in conjunc- <br />tion with the rezoning requested under RZ-77-13. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Wood <br />Ayes: Shepherd, Wood, Chairman Butler <br />Noes: None <br />Absent: Doherty, Jamieson <br />Abstain: None _2_ <br />
