UP-77-25, Norman Zimmerman - application of Carden-West Elementary School for a conditional use permit to allow the operation of a private elementary school at the Trinity Lutheran Church facilities located at the intersection of Hopyard and Golden Roads. Zoning for the property is P (Public and Institutional) District. Secretary Harris explained the staff report, recommending approval of the application until September 1, 1978. The Public Hearing was opened. Mr. Zimmerman was present and concurred with the staff recommendation. Upon request of Chairman Butler regarding the operation of the school and background on their teaching system, r7r. Zimmerman described the sequential development techniques they utilize which results in very high achievements. Generally, the children were two years ahead of their grade level. The Public Hearing was closed. Resolution 1597 was entered and adopted approving the conditional use permit application subject to staff conditions and required findings. The Public Hearing was opened on the negative declaration review. There were no comments and the Fublic Hearing was closed on the negative declaration review. Resolution 1598 was entered and adopted making the finding that the project would not have a significant impact on the environment and that a negative declaration would be prepared.
