T <br />The Public Hearing was opened on the General Plan review. <br />Again, Mr. Turner spoke for the application. He gave background of this <br />property which has been in the applicant's ownership since 1950. He has <br />expended $127,000 in taxes since the property has been in the City, currently <br />running about $14,000 annually. He submitted that the existing Youth <br />Sports Park is very adequate. <br />Upon inquiry from Commissioner Wood, Mr. Turner said that the applicant first <br />became aware that the property was designated for park land about 1~ years <br />ago. <br />Some discussion ensued regarding possibility of exchange of land. It was <br />indicated that such an exchange would not necessarily work equitably for <br />Mr. McP-2anus. Additionally, there are engineering problems. <br />The Public Hearing was closed on the General Plan review. <br />Commissioner Jamieson observed that the City has many parks already, of which <br />only about fifty percent is completed. He felt it unwise to attempt further <br />park development. <br />Chairman Butler asked Secretary Harris if the Park and Recreation Commission <br />has plans for further expansion of the Youth Sports Park and Secretary Harris <br />stated that this case would be submitted to that Commission after Planning <br />Commission review. The Park and Recreation Commission had supported the <br />General Plan designation of park land in that area. <br />Discussion ensued regarding possible tax shelter for this property. <br />Resolution 1596 was entered and adopted recommending to the City Council <br />denial of this application as petitioned, as they felt the General Plan <br />should be adhered to. <br />Roll Call Vote <br />Resolution: Wood <br />Seconded: Shepherd <br />Ayes: Shepherd, Wood, Chairman Butler <br />Noes: Jamieson <br />Absent: Doherty <br />Abstain: None <br />Commissioner Shepherd expressed sympathy with the applicant's position, but <br />felt the General Plan should be adhered to. Commissioner Butler requested <br />that other avenues be sought to resolve the matter for both the applicant <br />and the City, possibly through exchange of some lands. <br />Commissioner Jamieson took the position that the General Plan is just that. <br />The designation of this property had been changed before. He sympathized <br />with the property owner's tax situation. <br />Secretary Harris advised that the matter would now be referred to the Park <br />and Recreation Commission, after which the City Council would review it. <br />-3- <br />
