Commissioner Wood expressed appreciation to the City Manager for attempting <br />to enforce the conditions of the contract with the ambulance service <br />He then asked Mr. Levine whether there is anything in the contract which <br />states the City must furnish the members of the ambulance service with <br />a station in a residential neighborhood. <br />Mr. Levine stated he had not read the contract for a while but recalls <br />nothing which requires the City must provide a station which could be <br />used as a residence. <br />Discussion then centered on the appropriateness of locating such a <br />service in a commercial area. Mr. Harris told the Commission that the <br />use is permitted in certain commercial districts. <br />The Public Hearing was opened. <br />Mr. Earl Riggs, President of the Tri~Cities Ambulance, Inc., spoke. <br />He related their attempts to locate a station in a commercial property <br />and the limited number of places available to them. He cited various <br />reasons such as high cost of rehabilitating the properties to required <br />standards, reluctance of some property owners to rent to the ambulance <br />service. He felt his company had made an honest effort to find a <br />suitable location. They are concerned about the response time to <br />ambulance calls and in many instances have barely met the response times <br />established in the contract with the County for the City of Pleasanton. <br />He stressed that his company and the service they provide is a part of <br />a community and that they would want nothing more than to have a <br />compatible relationship with the people who live in the same area. He <br />related what extents they went to relocate the people living in the home <br />and the improvements to the yard and house they plan to make to upgrade <br />the property. <br />Upon inquiry from Commissioner Jamieson, Mr. Riggs stated that their <br />realtor of record is Archie Stanley of International Real Estate Network, <br />who canvassed through the multiple listings for a suitable location. <br />Next, Mr. Stanley told the Commissioners of his efforts to help the <br />ambulance company resolve this situation. Commissioner Jamieson asked <br />about the two-story house on Division Street, which was apparently <br />available, and Mr. Stanley said that the property had sold for either <br />$85,000-$90,000 and would not have met the City codes. <br />Commissioner Shepherd asked Mr. Riggs what <br />generally used in the other towns they ser, <br />in Livermore, they operate from a home, in <br />both Union City and Fremont they work from <br />the Francisco Street location would not be <br />station. <br />types of facilities were <br />~e. He emphasized that <br />an office, but just a response <br />Mr. Riggs concluded his comments by stating that they are a reputable <br />business and have been in existence since 1964. They are not financially <br />able to locate in commercial areas if the property would require <br />extensive repairs or upgrading to required codes.
