The Public Hearing was opened. <br />Mr. Bob Combs was present and indicated he had no problem with the staff <br />report. <br />No one else spoke and the Public Hearing was closed. <br />Resolution No. 1617 was entered and adopted approving the conditional use <br />permit subject to the findings and conditions in the staff report. <br />Roll Call Vote <br />Resolution: Doherty <br />Seconded: Jamieson <br />Ayes: Doherty, Jamieson, <br />Noes: None <br />Absent: None <br />Abstain: None <br />Shepherd, Wood, Chairman Butler <br />GP-78-2, Van Bokkelen-Cole Company <br />Review of negative declaration to change the General Plan designation of <br />a 3.8 acre parcel of land located on the east side of Santa Rita Road im- <br />mediately north of the Arroyo Mocho from "High Density Residential" to <br />"Commercial and Offices." <br />Application for a General Plan amendment for a 3.8 acre parcel located on <br />the east side of Santa Rita Road immediately north of the Arroyo Mocho <br />described in the negative declaration for this case. <br />Secretary Harris explained the staff report and advised the Commission that <br />the applicant's objective is to build a shopping center. The two major <br />tenants would be a supermarket and a drug store. The staff is recommending <br />approval. Staff expressed some concerns regarding the project itself. They <br />are concerned about the way the structures may be located on the site, lo- <br />cation of the loading facilities, but conceded that these concerns are not <br />considered at a General Plan amendment stage. Secretary Harris emphasized <br />that staff would be scrutinizing the design plans very closely. <br />Upon query from Commissioner Shepherd, Secretary Harris indicated that all <br />the neighbors within 300 feet had been notified. Additionally, all home- <br />owners presidents are automatically on the mailing list for all agendas. <br />The Public Hearing was opened. <br />Mr. Glynn Moore, the applicant, was present to answer questions. <br />Mr. M. J. Millard, 3160 Weymouth, adjacent property owner, spoke in oppo- <br />sition because of possible environmental problems with the addition of a <br />supermarket creating litter, all night lights, early morning deliveries, <br />increase in traffic and possible danger to children going to school. Other <br />problems cited were hospital location across the street on Santa Rita Road, <br />lack of sewer connections. He then asked the Planning Commission what they <br />would do if they lived in the area. He asked for denial of the application. <br />-8- <br />
