Next, William G. Kovac, 3124 Weymouth Court, spoke. He commented that the <br />negative declaration being proposed is not correct because the development <br />would be harmful to the area. He requested denial of the project. He pre- <br />sented photographs taken at other shopping centers showing pronounced litter <br />problem. He worried about possible traffic problems. Director of Engineering <br />Services Sooby advised those present that a traffic signal is scheduled to <br />be installed at the corner of Santa Rita Road and W. Las Positas, and there <br />was a study made in conjunction with the signalization project. Mr. Kovac <br />explained that he had made a traffic survey in Livermore in front of P <br />Street at the Safeway store. He calculated a number of more than 30,000 <br />cars in a 12-hour period. <br />Bill Schmidt, 3057 Yuma Way, President of and a member of the Board of <br />Directors of the Las Positas Garden Homes, spoke in opposition to the gen- <br />eral plan amendment. <br />Kenneth Moreland, 3136 Weymouth, expressed similar feelings as the other <br />speakers. He urged denial of the application. He stated he did not think <br />the negative declaration prepared for the project meets the State guidelines. <br />He felt the report did not recognize potential impacts of night lighting, <br />noise, odors. On Page 4 - No. 5 "Is there any serious public controversy <br />concerning the environmental effects of the proposed project?" he said <br />that most of the residents on Weymouth Court are very concerned about the <br />potential commercial development. He felt that an environmental impact <br />report should be prepared. If a negative declaration is filed for this <br />project, it should be done with mitigation conditions added. <br />City Attorney Levine defined the "significance" factor in the CEQA guidelines <br />and how it is to be interpreted by the City. <br />Next, Mrs. F. Millard spoke. She opposed the application, specifically <br />speaking about traffic hazards and possibility of danger to the children <br />in the area. She requested that a finding of significant impact be made <br />and an EIR be required for the project. She said that George Oakes is the <br />owner of the property under consideration and further advised that Fairlands <br />School has a current enrollment of approximately 500. <br />Next, M. L. Carter, 3127 Weymouth Court, spoke about the traffic on Santa <br />Rita Road. He delineated the other projected developments off Santa Rita <br />Road, and requested that in light of those projections, the land designation <br />on the property remain the same. <br />Joe Dahm, 3166 Montpelier Court, stated that he had just purchased a home <br />on Weymouth Court. However, in his line of work, Albertsons and Longs <br />Drugs are two of his biggest accounts. He spoke of the tax revenue ad- <br />vantages. He asked what other retail establishments would be going in <br />which would offer services not now available to the residents of Pleasanton, <br />Virginia Kovac, 3124 Weymouth Court, expressed objection to the application. <br />She said that the corner of Santa Rita Road and West Las Positas Boulevard <br />is the only access to the subdivision and there may be traffic problems <br />with this development. <br />-9- <br />
