Then, Mrs. McGuire at 2323 Corte de la Jara, asked what qualifications <br />people who take in such persons need to have. Mr. Levine indicated that <br />the State is entirely responsible for screening and qualification require- <br />ments. <br />Mr. Jack Berkley asked for and received from Mr. Levine what the State <br />Health and Welfare laws are. Mr. Berkley indicated their main concern was <br />that they bought their homes in good faith. He cited an example in the <br />Del Prado area where a pool business has caused problems there. <br />Next, Al Calera on Via Espada, asked whether this business would open the <br />door to commercial uses, and Mr. Levine replied no. <br />Bill Young, 2320 Corte de la Jara, repeated Mrs. King's comments that she <br />did not wish to upset the neighbors. Obviously, the neighbors are upset <br />and asked Mrs. King to withdraw her application. <br />Generally, the Commissioner's comments acknowledged the neighbors' concerns <br />and expressed sympathy for them. However, they also acknowledged the tre- <br />mendous need for such care homes. However, the main concerns have centered <br />around their location. Commissioner Shepherd did indicate that at his place <br />of employment there is a program for developmentally disabled persons which <br />has been a great success. He personally could see no problem with such <br />persons moving into a single family neighborhood. He did, however, under- <br />stand that neighbors could be concerned upon being notified of such a pro- <br />posal. <br />Commissioner Wood asked Mrs. King whether she has received her State permit <br />and she replied no. Then, Commissioner Wood asked Mrs. King whether she <br />would base her decision to continue with her application before the State <br />on what she heard from her neighbors. Mrs. King indicated that she would <br />want to "sleep on the matter" before deciding. <br />It was explained to the people in the audience that all licensing and man- <br />datory requirements would be imposed by the State.
