on the lot, toward the rear where the nursery school would not be opezated. <br />She spoke of other problems of motorcycles and motorbikes being ridden along <br />the railroad tracks to the rear. She worried about safety measures for the <br />children if a fire breaks out. Her last question was about the structural <br />condition of the house. Secretary Harris said that both the Building Chief <br />and the Fire Marshal examined the structure and found it to be acceptable. <br />Commissioner Jamieson again expressed the desire to have the parking placed <br />at the rear of the property, or angleed along the west fence; also removal <br />of the sheds. <br />Mrs. Silva commented that the sheds had been reported to the County Health <br />Department, because they were infested with rats. Mr. Molinaro did clear <br />up some of the problem. <br />Next, Sandy Sinclair, property owner on Stanley Boulevard asked why more and <br />more commercial is being added on a street which cannot support any more <br />traffic. <br />The Public Hearing was closed. <br />Commissioner Shepherd stated that the situation is a difficult one to deal <br />with. He did not feel the school would generate any more traffic than a <br />commercial use. The area is in a transitional stage and while he has mixed <br />emotions about the use, he did not disagree with the proposal. <br />Chairman Bulter agreed with Commissioner Shepherd. He conceded that Stanley <br />Boulevard is an area of traffic problems. In terms of asking if the use <br />would cause significant impact on the environment, he would be hard pressed <br />to make such a finding. He concurred with the staff report. Regarding <br />the fire safety and structural safety of .the house, he agreed with Mrs. <br />Silva that weed abatement measures would need to be taken. Regarding Mrs. <br />Sinclair's comments, the code defines this use as a conditionally allowed <br />one in the residential zones of the City. He can see problems on Stanley <br />Boulevard but is hard pressed to rule against a use that seems to be appro- <br />priate for a residential neighborhood in general. <br />Commissioner Jamieson expressed concern about the layout of the property. <br />Both Chairman Butler and Commissioner Shepherd felt it would be preferable <br />to have enough parking spaces on the property to keep the cars from parking <br />on Stanley Boulevard.
