Resolution No. 1625 was entered and adopted recommending to the City Council <br />adoption of the Draft Safety Element with the modifications discussed during <br />the hearing. <br />Roll Call Vote <br />Resolution: Jamieson <br />Seconded: Shepherd <br />Ayes: Jamieson, Shepherd, Butler <br />Noes: None <br />Absent: Doherty <br />Abstain: None <br />UP-77-14, Department of Motor Vehicles - Application for a conditional use <br />permit to allow the construction and operation of an office which would be <br />located on a 2.6 acre site near the intersection of Dorman Road and West <br />Las Positas Boulevard, just westerly of the Bank of America facility. Zoning <br />for the property is P (Public and Institutional) District. <br />Application continued until June 14, at request of the State Architect's <br />Office. <br />PUBLIC HEARINGS NEW BUSINESS <br />UP-78-5, Gina Molinaro - Review of negative declaration for a nursery school <br />to be operated at 4189 Stanley Boulevard. <br />Application for a conditional use permit to operate a nursery school at <br />4189 Stanley Boulevard; zoning for the property is R-1-6500 (Single Family <br />Residential) District. <br />Secretary Harris described the staff report. Recommendation is for approval <br />subject to the conditions and findings in the staff report. In commenting <br />on the negative declaration report, Secretary Harris indicated that a Mrs. <br />Silva, resident on Stanley Boulevard, felt that this use would generate a <br />lot of dust. <br />Commissioner Jamieson expressed some concerns regarding fencing on the site, <br />and location of parking spaces 5, 6 and 7. He preferred to see parking in <br />the proximity of Spaces 1, 2, 3 and 4. He also felt that the sheds were <br />something of a nuisance and hazard and wanted to see them removed. <br />Secretary Harris indicated that placing the parking spaces elsewhere would <br />require a greater turning radius and extensive paving would need to be <br />provided. <br />Considerable discussion ensued regarding these considerations. <br />The Public Hearing was opened. The applicant was not present. <br />Lisa Silva, 4171 Stanley Boulevard, spoke. She asked if <br />parking in the back of the lot. The reply was yes.
