This is a continued Public Hearing from the Maxch_8~ 19J8r meeting. <br />The Commissioners extended commendation to the planner who prepared the <br />report - Jeff Luxenberg. <br />Chairman Butler had a few questions - Under Policy Statement #6, Page 2-4, <br />it is stated that the City will require all residential structures to have <br />fire protection systems. He was not aware of this and wondered how <br />thoroughly this measure had been thought through. Secretary Harris answered <br />that the Safety Element report was thoroughly analyzed by all departments <br />of the City. In answer to the Chairman's specific questions on fire pro- <br />tection systems, Secretary Harris said that it is an upcoming thing. <br />Chairman Butler remarked he sees this as a significant requirement. Mr. <br />Levine said that the Uniform Building Code now requires that all new build- <br />ings have fire protection equipment. Discussion took place on this matter <br />and Secretary Harris indicated that at the ordinance draft stage, this matter <br />would be very carefully considered. He conceded that the requirement would <br />be extremely difficult to monitor. <br />Chairman Butler then asked about the policy of requiring sprinkler systems <br />on all industrial and commercial facilities over 10,000 sq. ft. He won- <br />dered if the City should be getting into this area. City Attorney Levine <br />responded that not all occupants of such facilities carry insurance. Again, <br />it is something the City is attempting to regulate in accordance with the <br />Uniform Building Code. <br />The Chairman said the sections on flood, landslides and seismic hazards <br />were good. <br />His only other comment was of a factual nature dealing with the subject <br />of nuclear hazards. He noted that on Page III-64, the Vallecitos nuclear <br />reactor is indicated as being close to an earthquake fault. He wished to <br />point out that this is supposition at this time. <br />On Page III-66 - center of the page, the words "...licensed by the State <br />of California" should be added. <br />After those comments, Sheila Thompson of the League of Women Voters advised <br />the Commissioners that her organization would make their comments on the <br />Safety Element directly to the City Council. <br />The Public Hearing was closed. <br />Resolution No. 1624 was entered and adopted making the finding that GP-78-1, <br />Safety Element of the City of Pleasanton, would meet the requirements for <br />the filing of a negative delcaration. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Jamieson <br />Ayes: Jamieson, Shepherd, Butler <br />Noes: None <br />Absent: Doherty <br />Abstain: None <br />-3- <br />
