Commissioner Shepherd could not argue with the concept of a service station <br />on this site, given the proliferation of service stations in the immediate <br />area. He understands that an enterprise must be profitable for the owner, <br />yet his big problem is still the turn-off from Hopyard Road into the site. <br />Mr. Amaral indicated his clients would be willing to post a bond for one year, <br />during which time they would be allowed to use an access from Hopyard Road <br />on an experimental basis. <br />Chairman Butler concurred with the position taken by the other Commissioners <br />regarding truck service there. He admitted that he does not know the busi- <br />ness, but thinks he understands distinction of union people, non-union and <br />independents. He thinks he tends to agree with the applicant; that he is <br />not likely to pull much additional traffic off the freeway. He tends to <br />believe that essentially, all the business they are going to get will be <br />business that is coming off the freeway anyway. He agrees with concerns <br />of staff also. Another key point is the length of the site, which may work <br />in its favor for the dual service. He does not have the same problem staff <br />has with the truck service and that a right-turn lane might actually be a <br />better situation, but will defer to Engineering. <br />Resolution 1635 was entered and adopted making the finding that the project <br />would have significant environmental impact which can be mitigated through <br />elimination of driveway onto Hopyard Road, the provision of a right-turn- <br />only lane onto Hopyard Road and installation of a double-paned glass in the <br />cashier's booth to eliminate adverse noise impacts. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Doherty <br />Ayes: Doherty, Jamieson, Shepherd, Butler <br />Noes: None <br />Absent: None <br />Abstain: None <br />Review of the conditional use permit and design review. <br />City Attorney Levine read the findings which would need to be made to approve <br />the conditional use permit. Secretary Harris explained that staff had re- <br />commended denial for both applicatins and would need time to draft some <br />conditions for review by the Commission if they wish to grant the application. <br />Commissioner Doherty concurred, feeling the Commission should allow them- <br />selves time to review conditions and ramifications or impacts of truck <br />traffic and diesel fueled cars on the area. <br />It was agreed that the design review and conditional use permit would be <br />put over to the special meeting of April 19, 1978, to allow staff time to <br />prepare necessary conditions. <br />The Commissioners attempted to provide the developer with some points of <br />concern regarding the design. They felt the station to be garish and not <br />in keeping with the Pleasanton heritage. The requested more natural colors <br />in place of the purple, magenta and white. As far as the design goes, <br />Roy Wickland indicated a willingness to make exterior changes rather than <br />structural ones. <br />-4- <br /> <br />
