Resolution No. 1661 was entered and adopted approviny application UP-78-16 <br />for a conditional use permit, subject to the eight conditions and pursuant <br />to Items A, B and C listed in the August 9, 1978, staff report. - <br />Roll Call Vote <br />Resolution: Geppert <br />Seconded: Wilson <br />Ayes: Geppert, Wilson, Doherty <br />Noes: None <br />Absent: Getty, Jamieson <br />Abstain: None <br />PUD-78-3, H. C. Elliott, Inc. - application for an amendment to Ordinance <br />No. 807 and development plan approval of a combined commercial/residential <br />planned unit development proposed to be constructed on the approximately <br />14 acre parcel of land located east of Pico Avenue between Tawny Drive <br />and Palomino Dirve. Zoning for the property is Planned Unit Development. <br />A negative declaration of environmental impact will also be considered. <br />Secretary Harris described the staff report, explaining the application for <br />the commercial portion is for a market and drug store and A buildings only. <br />There is proposed 70 units of townhouses, a recreation center, clubhouse, <br />and swimming pool. No windows of townhouses will face shopping center. <br />The staff has certain problems with development as proposed, mainly traffic <br />circulation conditions. The staff recommends approval subject to numerous <br />conditions. A rendering was displayed which facilitated discussion. Con- <br />ditions 1, 7, 33, 34 and 35 are mitigating conditions. <br />The Public Hearing was opened. <br />Harry Elliott, Jr., Vice President of H. C. Elliott, Inc., Sacramento, was <br />present, and stated the market tenant requests Condition No. 7 be modified <br />to start loading and unloading deliveries at 7:00 A.M. instead of 8:00 A.M. <br />Considerable discussion ensued regarding Condition No. 33 concerning the <br />widening of Tawny Avenue to accommodate a minimum of two traffic lanes and <br />one parking lane and provide adequate room for a shoulder on the north <br />side of that street. It was noted that consideration for the widening must <br />take into account that the north of Tawny is outside the city limits and <br />owned by a private party. Mr. Campbell stated the County would have to be <br />approached regarding this widening. Tawny has only two lanes and the <br />developer should provide at least three lanes, and ultimately there should <br />be four lanes as development proceeds - the exact location need not be <br />decided at this time, according to Alan Campbell. <br />Commissioner Wilson discussed Condition No. 34 with Mr. Campbell and Mr. <br />Elliott, and Mr. Elliott had no objections to the subject condition and <br />was of the understanding that they can work with the staff in this regard. <br />Upon being questioned by Commissioner Wilson when he anticipated breaking <br />ground, Mr. Elliott said as soon as approval is received. <br />Sooky Lee, 2022 - 16th Street, Sacramento, architect for the commercial <br />portion, was present and said they have a signed lease and are working on <br />the plan. He presented to the Commission a photograph of similar con- <br />struction already completed in another area, and said refinements of <br />architecture are to be worked out. <br />-3- <br />... _~ _._...w.,..___ <br />
