Mr. Rafael said that a study in Concord shows that less than 5g of people <br />driving during peak hours stopped at a facility such as Longs and that <br />they primarily use a 'terminal-type' business such as a 7-11 store. <br />Cathy Nall, 4198 Peregrine Street, spoke stating she is adamantly opposed <br />to the GP-78-6 because it has a negative effect on property value and <br />traffic and feels that if Long's is accepted it won't be long until <br />other businesses follow. A petition was then submitted in opposition <br />to this project. <br />Charles Giles, Cortez Court, spoke stating an extra traffic light <br />would be needed and a turnaround point would also be needed if this <br />project is approved. He is opposed to this project. <br />Curt Grosso, Chris Doherty and Roberta Lewis also spoke in opposition <br />to this project. <br />The Public Hearing was closed. <br />Mr. Geppert stated he has concerns about the negative declaration <br />specifically with its treatment of traffic. Joyce Getty stated she <br />also had problems with this aspect of the negative declaration. Mr. <br />Wilson stated it would significantly have an impact on air quality as <br />well as traffic. Mr. Doherty stated that item #7 of the negative <br />declaration should show it would have a significant impact on the <br />environment and cannot find the negative declaration in order. He <br />further stated an EIR would be vital to the entire City of Pleasanton <br />concerning this issue. He then made a motion to recommend to the City <br />Council to deny the filing of the Negative Declaration of October 30, <br />1978. <br />Mr. Wilson stated that a great deal of consideration was given to the <br />currently approved Planned Unit Development especially with regard to <br />the safety of children, bike paths, and the surrounding development. <br />The property was sold on this basis and he is opposed to this change <br />of the General Plan. <br />Resolution No. 1699 was entered and adopted recommending denial to <br />City Council of the negative declaration of October 30, 1978 concerning <br />GP-78-6 because all of the findings could not be made and that an EIR <br />pertaining especially to the traffic be prepared. <br />Roll Call Vote <br />Motion: Commissioner Geppert <br />Seconded: Commissioner Getty <br />Ayes: Commissioners Geppert; <br />Noes: None <br />Absent: Chairman Jamieson <br />Abstain: None <br />Getty, Wilson and Acting Chairman Doherty <br />Resolution No. 1700 was then entered and adopted recommending denial <br />to the City Council of Case GP-78-6. <br />-3- <br />
