Resolution No. 1698 was entered and adopted approving UP-78-25 subject <br />to the four conditions indicated on the staff report of 11/8/78. <br />Roll Call Vote <br />Motion: Commissioner Geppert <br />Seconded: Commissioner Getty <br />Ayes: Commissioners Geppert, <br />Noes: None <br />Absent: Chairman Jamieson <br />Abstain: None <br />Getty, Wilson and Acting Chairman Doherty <br />GP-78-6, Lon s Drug Store <br />App ication for an amendment to the General Plan to change the land use <br />designation of a 4-acre site located at the northeast corner of Valley <br />Avenue and Santa Rita Road from "Medium Density Residential" and "Parks <br />and Recreation" to "Commercial and Offices" and "Parks and Recreation." <br />A negative declaration of environmental impact was also considered. <br />Mr. Harris explained the staff report and its recommendation to City <br />Council that this case be denied as approval would be deleterious to <br />the already approved Planned Unit Development for that site. <br />The Public Hearing was opened. <br />Mr. Paul Smith, Real Estate Section of the Property Department of <br />Longs Drugs, Inc. spoke. He stated a traffic study was made indicating <br />there would be no adverse effects on the traffic for the area. He <br />also cited that Longs made a study of Pleasanton and determined this <br />would be the most desirable location for Longs Drugs because it would <br />best serve the community at this location. He stated the traffic <br />study was made by Bernard Johnson and it addressed itself to potential <br />traffic. Mr. Geppert stated he did not feel comfortable with the <br />traffic report as it did not address other commercial uses. Mr. Geppert <br />asked for clarification of Level "C" in the traffic report. Mr. Campbell <br />explained. <br />Mr. Geppert then asked Mr. Smith what other areas of Pleasanton were <br />previously considered by Longs and asked why they were rejected. <br />Mr. Smith produced an aerial photo of the Pleasanton area and explained <br />that the proposed site would serve the needs of Pleasanton population <br />more than any other site and from a business standpoint the site is <br />excellent particularly with regard to access. He further stated it is <br />very difficult to convince the principals of Longs a site is good <br />when access from the public is bad. <br />Edwin Rafael then spoke stating he checked with Barney Johnson and <br />received a definition of Level "C" with regard to traffic. He stated <br />it relates to how quickly you can get through a signalled intersection <br />before the traffic light changes. <br />Mr. Doherty asked how much consideration was given to peak-hour traffic <br />in the intersection especially with people stopping for single items <br />on their way home during that time. <br />-2- <br />
