Roll Call Vote <br />Motion: Commissioner Doherty <br />Seconded: Commissioner Leppert <br />Ayes: Commissioners Doherty, Geppert, <br />Noes: None <br />Absent: None <br />Abstain: None <br />Getty, Wilson and Chairman Jamieson <br />Z-78-162, Mary Barnes <br />Appeal of Mary Barnes to allow a Swedish massage service to be operated <br />at her residence located at 1416 Calle Enrique. The site is zoned PUD <br />(Planned Unit Development) District. <br />Mr. Harris explained the staff recommendation and the home occupation <br />regulations. He stated that the Planning Commission could approve this <br />case. He stated this use would not be considered typical of residential <br />use (at least not in Pleasanton). He stated this use should be in a <br />commercial area and not in a residential area and this application does <br />not meet code for administrative approval; he also stated proposed use is <br />a common service but does not commonly take place in residences in <br />Pleasanton; it would be a mistake to allow this use because it is pre- <br />cedent setting. He referred to the documents attached to the staff <br />report. He further stated that the Planning Division had received 10 <br />telephone calls in opposition to this application and one in favor of it. <br />Chairman Jamieson then asked if there were any questions of staff. There <br />being none, he declared the public hearing opened. <br />George McFarlands, a friend of Mary Barnes approached the Commission <br />reading a statement of Ms. Barnes. It related that Mary Barnes had <br />suffered ill health and based on body awareness using body and mind <br />exercise her health had improved and she then went into training to <br />become a masseuse. Reference was also made to John Close's letter in the <br />packet. He stated there would be no signs, advertising and that Mary <br />Barnes is a qualified and Licensed Masseuse. <br />Mr. McFarlands stated that even though Mary Barnes is qualified she will <br />have to build up her physical endurance before she could have six <br />customers a day. He stated she was now employed by Sharon Roberts in <br />Livermore and that Mary Barnes planned to work part-time for Sharon <br />Roberts and part-time out of her home; and that the cost of renting a <br />commercial site is too expensive for her at this time. <br />Commissioner Wilson then inquired as to whether the home was a two or <br />three bedroom home. Mray Barnes stated it was a two bedroom. Mr. Harris <br />stated that Mary Barnes does comply with ordinances 713 and 805 regarding <br />the physical facility aspect of the ordinances. Mrs. Barnes stated she <br />would only have one client at a time, two or three per day and that one <br />bathroom is adequate. <br />Commissioner Joyce Getty asked Mary Barnes if she is now employed in <br />Livermore. Ms. Barnes responded she is not working anywhere right now. <br />She stated she has plans to work with Sharon Roberts in Livermore at an <br />established business and that she would only be working part time out of <br />her home and part-iime in Livermore.
