if Sharon Roberts business was in a home in Livermore. Ms. Barnes <br />responded that Sharon Roberts is working out of an office. Chairman <br />Jamieson stated that Dr. Close' letter indicates he knows Mary Barnes, <br />he asked Ms. Barnes to explain the relationship. She stated he is both <br />her doctor and friend. Chairman Jamieson then asked how long she had <br />been training. Ms. Barnes stated she had been in training for six <br />months. Commissioner Doherty inquired as to whether or not Ms. Barnes <br />had queried her neighbors as to their feelings. Ms. Barnes said yes, <br />she had queried some of them and the people she had talked to mostly <br />have no objections and that it would not interfere with their lives or <br />with the normal procedures in the neighborhood of family living. She <br />stated she would very much like to talk to the persons opposed to her <br />business as she feels after she talks to them, their views would change. <br />She stated once she talks to people, they generally are in agreement with <br />what she is trying to do. <br />Allen Mode, 1496 Calle Enrique, addressed the Commission stating that when <br />the Mackay home area was proposed, the Planning Commission concerned <br />themselves greatly with density, etc. so much,so, the staff saw fit to make <br />a trip to Los Angeles to check out a similar project to see what Mackay <br />proposed. He stated that traffic density, parking levels were of high <br />concern and strict restrictions were placed on the developers at the time <br />of development. He said garage door openers had to be installed and a <br />specific area had to be allocated for storage. He said the Planning <br />Commission, City Council and Mackay people restricted the deeds in this <br />area. He is opposed to this application because of~the increase in <br />traffic, parking and the fact that it would aggravate conditions already <br />in existence. He stated this would be a degradation of use. <br />Joy McClelland, President of the homeowners association spoke and <br />referred to the convenants in their CC&Rs restricting this type of use. <br />Chairman Jamieson then read a letter dated January 10, 1979 and signed <br />by Donald J. Peschel in favor of Ms. Barnes application. <br />Chairman Jamieson then asked for a show of hands of those persons in <br />favor and opposed to the massage use. Those opposed had a greater show <br />of hands . <br />Mr. D. Villa, 1608 Calle Santiago spoke in favor of the Swedish Massage <br />stating he has to drive to Livermore to the establishment of Sharon Roberts <br />for this service. He stated he has this service at the instructions of <br />his doctor. He sees no problem with this establishment being in the <br />area proposed. He said he had not considered the impacts of increased <br />traffic but feels this is an important and legitimate business. <br />Joy McClelland again spoke stating that when Commissioner Jamieson asked <br />for a show of hands he did not ask whether those people lived within a one <br />or two block area of the proposed site. Jamieson then took another show <br />of hands. <br />The public hearing was closed. <br />Commissioner Leppert stated he has no problems nor concerns with the <br />qualifications or reputation of the applicant but that approving this <br />would be precedent setting and that people have a right to expect <br />-4- <br />
