Mrs. Barrious furnished a list of 15 names of people she talked to in
her neighborhood who had no objection to her proposed services. Com-
missioner Getty then asked the staff if there were any other people in
Pleasanton doing this in their homes? Mr. Harris responded we have a
number of permits for up to 4 children in the home which number conforms
to the existing code.
The public hearing was opened.
Alberta Barrious, the applicant spoke stating her service was not a
nursery school but a day care service. She stated she offered various
programs, but not teaching. Chairman Jamieson then asked the applicant
if she used her backyard when she babysat? Mrs. Barrious stated the
children are very young and it is easier to keep them in the house which
she does as she has sufficient room to do so. Mrs. Barrious stated this
did not create a traffic problem inasmuch as children arrived at various
times and often there were two or three arriving in one car. Commissioner
Geppert then asked if the CC&Rs prohibit this type of activity. Mrs.
Barrious responded, not that she was aware of.
Mariam Miller, Director of Valley Childcare, spoke. She stated that an
increasing number of working women call her all the time for childcare
services. She gets from 200-300 calls per month for referrals. She
stated Mrs. Barrious is one of the few people who is asking to care for
more than 6 children. She asked that thought be given to changing the
term "nursery school" by the City of Pleasanton.
Nancy Anderson, 924 Riesling, addressed the Commission stating she is the
next door neighbor of Mrs. Barrious and she lived next door to her a year
before she knew Mrs. Barrious was baby sitting in that Mrs. Barrious'
activities didn't disturb anything. She stated there are no noise,
traffic or any other problems. She stated Mrs. Barrious provided a
loving home for youngsters.
Erica Kwee, Sirah Court addressed the Commission. She stated she has a
house below the Barrious house and was previously concerned that some of
the Barrious children might get in to her swimming pool and had great
concern with the safety. She stated that was the reason she called and
asked to be part of the record as being opposed to this application. She
stated, however, she had no idea Mrs. Barrious had been doing this for so
long and with no negative impacts whatsoever and asked to go on record
now as being totally in favor of this application.
The public hearing was closed.
Commissioner Wilson made a motion that this application, UP-79-O1, be
approved as all of the findings could be made, subject to the conditions
as outlined in the staff report. This motion was seconded by Commissioner
Geppert.
Resolution No. 1713 was then entered and adopted approving UP-79-O1.
Roll Call Vote
Ayes: Commissioners Doherty, Geppert, Getty, Wilson and Chairman Jamieson
Noes: None
Absent: None
Abstain: None
-8-
