Mr. Wiggenden told him to check the records and see how <br />many homes are involved on the ridge and how many have slid. He stated <br />that 7 out of about 2000 homes or more have slid and he would match <br />that kind of risk with the hazards which exist on the flatlands. Com- <br />missioner Wilson then asked if the difference in the Wiggenden report <br />and the others related to borings, etc. as compared to those done by <br />aerial photos. Mr. Wiggenden responded that the Tabor report indicated <br />someone walked on the site and that they relied heavily on the U. S. <br />Geological Survey and aerial photographs and that Burkland did not refer <br />to the 1968 report, but rather on air photos and some site work and <br />data available. He stated the Wiggenden report did borings, observed <br />bedrock, etc., but reiterated that each site should have a site specific <br />soil evaluation made on it. Commissioner Leppert asked how Mr. Wiggenden <br />would rate his report in comparison to the others on a scale of 1 to 10 <br />if 10 was the best? Mr. Wiggenden responded his report would be about a <br />7 and the others about a 2. He pointed out that EIRs are usually prepared <br />with information made available and that the producers of EIRs work to <br />verify what is expected to be seen. Chairman Jamieson then asked <br />Mr. Wiggenden if he was willing to stand by the survey in 1968. Mr. <br />Wiggenden responded there should be site specific studies made but <br />otherwise he would stand behind this report. <br />Chairman Jamieson indicated the Commission was unable to review or study <br />the 1968 report as they just received it this evening. <br />After a 5 minute recess, Commissioner Wilson stated he would like to have <br />this meeting continued to the next regular scheduled meeting in order to <br />give the Commissioners and staff time to review and carefully study the <br />new information received and stated he didn't feel a decision could be made <br />at this meeting. Gil Maines, attorney, stated that all of the testimony <br />on behalf of this project has been presented. Chairman Jamieson stated <br />he concurred with Commissioner Wilson's suggestion in continuing this <br />meeting. Mr. Maines stated that rough grading is a positive factor and <br />is sufficient to complete the roadway and put in all site improvements <br />on the project and that further grading would not have to be done. He <br />stated with regard to fire hazards this would be the concern of the <br />homeowners and that motor vehicles such as campers, motorcycles and <br />4-wheel varieties are more conducive to fires and erosion than this <br />development would be. He spoke to using fire resistent vegetation and <br />that water is available at the rate of 1000 gallons per minute from the <br />reservoir which would be sufficient. Gil Maines was asked if he would <br />consider hearing this matter at a special meeting to allow for study of <br />the 1968 report, and he responded that this would be fine but that we <br />are getting into the building season and would like to get this project <br />approved as quickly as possible.
