large fire vehicle from the cul-de-sac making the first bend, especially <br />if there was another vehicle on that road and whether or not the fire <br />department is convinced they can get up there. Mr. Harris stated that <br />the fire department didn't say they couldn't get up there, but rather <br />they were concerned with the speed with which they could get up there. <br />Mr. Bissell commented that concerning the EIR, he couldn't find anything <br />in it which stated the fire department could not negotiate the roadway. <br />Commissioner Jamieson stated they should run a truck up there. Harvey <br />Levine, City Attorney, stated he recalls, in reviewing litigation, there <br />were some attempts to simulate the radius at the Fairgrounds to see what <br />the results were, but couldn't remember the results. Commissioner <br />Wilson addressed page 15 of the EIR regarding the 1,500,000 gallon water <br />tank at 1600 feet which is currently on the ridge. Alan Campbell, <br />Director of Public Works spoke to this, stating that this tank is much <br />further south and higher up. <br />William Wiggenden, Certified Geologist, and author of the 1968 geologic <br />report, Preliminary Soil and Geological Information for Longview Develop- <br />ment spoke stating that Bissell and Karn asked him to review the EIR and <br />the Burkland work done on this project. He stated he thought it was <br />interesting to note that the geologists have called this "low risk to <br />moderate risk" when people are living on the ridge and are obviously satis- <br />fied with the risks involved yet he sees a public body indicating there <br />appears to be a problem too great and there is a geological hazard and <br />circumstances which cannot be mitigated. He stated his firm has done a <br />number of reports on the ridge in the Sam Ramon Valley and land stability <br />is becoming a major problem. He says this seems to have begun in 1971. <br />He said that the U. S. Geological Survey and H.U.D. analyzed the Bay Area <br />hill lands using aerial photos and based on gross interpretations of these <br />photos termed large areas as being subject to landslides. He addressed the <br />Starview area on which Eugene O'Neal built his home in 1920 as well as <br />the Las Trampas areas. He stated there were extensive studies which <br />included borings of 100 feet in Contra Costa County and the County <br />Geologist stated there were no major landslides existing. He stated he <br />felt the same situation exists here. He stated air photos can only. <br />detail if it has the shape of a landslide and that is all. He stated he <br />has not seen evidence there is a slide and based on what he has read <br />he would not change his opinion since 1968. He stated there are cuts <br />25-30 feet deep that are not sliding. He stated that Murray Levish <br />talked about 200 years to 10,200 years ago with regard to movement and <br />that this area is 5 miles long and a 1,000 feet wide. He stated that <br />Moore & Tabor based their opinions of the geology on air photos and that <br />is their basis for calling it a landslide. Mr. Wiggenden stated he has <br />not come to that conclusion, and that all evidence tells him it is suit- <br />able if there are site specific studies made. He stated you could put <br />strain indicators galore on the hills but that there are houses up there <br />that are not cracking and there has been no 2" per year movement. He <br />stated he was prepared to answer any questions presented to him con- <br />cerning his findings. <br />Commissioner Doherty addressed Mr. Wiggenden's statement indicating <br />that Mr. Wiggenden struck bedrock on the ridge. Commissioner Doherty <br />then asked if there had been any slides on the ridge. Mr. Wiggenden re- <br />sponded yes, but based on studies of Las Trampas, two landslides happened <br />relating to fill or poor construction and that they did lose 4-5 homes. <br />Commissioner Doherty stated that in 1961 in Pacifica which is near San <br />-5- <br />
