Planning Commission <br />May 9, 1979 <br />Page 5 <br />Mr. Sasak then readdressed the Commission stating he was mistaken in looking at the <br />map and that he previously was not looking at the urbanization line as he thought but <br />that he was looking at the Alquist-Priolo line instead. <br />Bill Hirst readdressed the Commission stating the applicants were going for sewers, <br />but it was conceivable there would be some septic tanks in the area. He referred <br />to Hull's report stating a system could be designed to accommodate this project. <br />Mr. Hirst stated this application does not include Lot X612 which is inside of the <br />urbanization line. <br />The public hearing was closed. <br />A motion was made by Commissioner Wilson to ask City Council to decide whether or not <br />this project constitutes urbanization. This motion was seconded by Commissioner <br />Jamieson. <br />ROLL CALL VOTE <br />Ayes: Commissioners Jamieson, Wilson and Chairman Doherty <br />Noes: Commissioners Geppert and Getty <br />Resolution No. 1738 was then entered and adopted <br />Commissioners Jamieson and Doherty talked about urbanization as it relates to the Mohr- <br />Martin area; Chairman Doherty stated that Mohr-Martin is precedent setting and i~ <br />these lots were five acre minimum, he could find this is not urbanization, but some <br />lots in this proposal are considerably smaller and thus; feels it is urbanization. <br />Commissioner Wilson stated a subdivision is not proper for this area according to the <br />General Plan. City Attorney stated proposed zoning couldn't be determined until a <br />decision is made as to whether or not the rezoning would conform to the General Plan. <br />Bill Hirst again spoke again stating he would like to pursue the negative declaration <br />at tonights meeting if possible. City Attorney then. told the Commission they could <br />refer this matter to City Council and asked them to make a finding with regard to the <br />projects conformance with the General Plan a <br />A motion was made by Commissioner Wilson <br />acre lots with a minimum of five lots are <br />was seconded. by Commissioner Jamieson. <br />that any subdivision with a minimum of 5 <br />to be considered urbanization. This motion <br />ROLL CALL VOTE <br />Ayes: Commissioners Jamieson and Wilson <br />Noes: Commissioners Geppert, Getty and Chairman Doherty <br />A motion was made by Commissioner Geppert, seconded by Commissioner Getty to recommend <br />to Council when determining urbanization properties that they be considered on a <br />property-by-property basis and not make a blanket statement covering all of the <br />properties outside the 1996 Urbanization Line. <br />ROLL CALL VOTE <br />Ayes: Commissioners Geppert, Getty, Wilson and Chairman Doherty <br />Noes: Commissioner Jamieson <br />Commissioner Jamieson stated he voted no because this resolution is not specific. <br />Resolution No. 1739 was then entered and adopted concerning the 1996 Urbanization Line. <br />-5- <br /> <br />
