Planning Commission <br />May 9, 1979 <br />Page 2 <br />Bob Douglass, M & M Consultants, spoke on behalf of the applicants. He stated they <br />have worked diligently with City Staff, changed their plan from 116 to 82 units <br />to create larger lots with lower density and stated that even though Pico Avenue is <br />a costly undertaking, they are willing to commit to that requirement. He further <br />stated they wouldn't object to a PUD as opposed to R-1-8500 if that was the Commission's <br />pleasure. Chairman Doherty addressed concerns about six heritage trees. Commissioners <br />Geppert and Jamieson addressed traffic concerns. Commissioner Geppert addressed <br />water runoff and storm drains. Commissioner Geppert asked about 20% two bedroom <br />units. Ron Brent, Centex, spoke stating there are no two bedroom units and this was <br />in error. Commissioner Getty asked that 'typical pad layout` be explained. Bob <br />Douglass explained. Commissioner Jamieson stated he felt this development lacks <br />imagination regarding design. Ron Brent of Centex stated the homes would sell for <br />about $150,000. <br />Charlotte Severin, 4513 Mirador Drive spoke reading documents dated April 13 and <br />April 9, 1975 concerning HPD Ordinance and Annexation 66. <br />Dorothy Reid, 4525 Mirador, addressed the Commission speaking in opposition to this <br />project and presented a petition with 95 signatures of residents supporting her <br />opposition. <br />Karen Kearl, 4524 Mirador Drive stated that if this development is completed in phases <br />erosion would occur on the undeveloped portions and also had concerns with cut and <br />fill. <br />Virginia Patton, 630 E. Angela, spoke in opposition to this project because she <br />doesn't want to see any trees removed to accommodate the development. <br />Dr. Trent Pridemore, addressed the Commission and presented slides of existing <br />developments and projects under construction that showed the results of cut and fill <br />ending in erosion and unsightly conditions. He also addressed aesthetic qualities <br />of the development. <br />Jean Heath, 663 E. Angela, spoke in opposition to this rezoning addressing maintenance <br />of the hills and their green appearance. <br />Inez Kentworthy, 475 Abbie, spoke in opposition because of its relationship to Pico/Abbie. <br />Robert Myers, Angela St., and owner of the property in this project stated that the <br />previous speakers did not represent all of the homeowners in the area. <br />Bob Douglass spoke rebutting each statement made by Dr. Pridemore. He stated Centex <br />prefers to develop all of the area at one time as opposed to phasing it as it would <br />be cheaper and easier to do eliminating concerns of erosion between phasing. <br />In answer to a question posed by Reid, Mr. Harris briefly explained the R.A.P. and <br />the 80 unit development permit maximum per year per developer. <br />Ruth I. Quire, Las Lomitas, inquired as to the height of the proposed houses. Centex <br />explained. <br />Public hearing was closed. <br />Commissioner Wilson stated he felt the project should be a PUD with an EIR required <br />and geotechnical study provided.
