Planning Commission
June 13, 1979
Page 8
Commissioners Jamieson, Geppert and Wilson discussed high density along Hopyard, bike
paths, etc. Commissioner Wilson stated he would like to see the park developed as
originally planned as opposed to high density residential. Mayor Brandes stated that in
1971 a park was planned for the area which was located next to Paseo Santa Cruz and in
1974 the park was changed from that area and moved to Hopyard.
Mr. Harris responded to Commissioner Wilson's question by stating the original tentative
map on the property did not include design plans for this project. Commissioners Doherty
and Geppert talked to lot sizes, high density location and the amount of it.
William Gale, 62 W. Neal stated he represents the property owners, the Hansen Family.
He stated they are concerned with increase in density and sewer plans and don't want them
increased to 1100 units especially since 900 units can't get sewers now.
Public hearing closed.
Commissioner Jamieson moved that the negative declaration for this project be approved,
this motion was seconded by Commissioner Wilson.
ROLL CALL VOTE
Ayes: Commissioners Geppert, Getty, Jamieson, Wilson and Chairman Doherty
Noes: None
Resolution No. 1757 was then entered and adopted recommending approval of the negative
declaration for GP-79-9, Ponderosa Homes.
Commissioner Wilson made a motion, seconded, by Commissioner Jamieson that this project
be recommended for approval with the high density on Hopyard Road.
After further discussion, Commissioner Jamieson withdrew his second and Commissioner Wilson
his motion. The Commissioners then discussed high density and where it should be and the
Planning Commission has a problem with the location of the high density and the fact that
they would like to see the park near Hopyard as originally planned. Mr. Harris reiterated
the Council's policy and passed approval of a General Plan amendment on the 9 acres of the
high density on Valley and Hansen and if this project was shown as medium density it would
preclude the General Plan amendment of Valley-Hansen.
Commissioner Geppert made a motion to recommend approval of GP-79-9 subject to changing
high density residential to front on Hopyard and not to exceed 30 acres as proposed.
Commissioner Wilson stated it might be wise to continue this matter.
Commissioner Jamieson seconded Commissioner Geppert's motion.
Commissioner Wilson stated that the location of the multiples as is is better than spreading
them on the entire frontage. After further discussion, Commissioner Jamieson withdrew
his second and Commissioner Geppert his motion.
Commissioner Jamieson made a motion to recommend approval of GP-79-9 as per the staff
report. This motion was seconded by Commissioner Wilson.
ROLL CALL VOTE
Ayes: Commissioners Geppert, Getty,Jamieson, Wilson and Chairman Doherty
Noes: None
Resolution No. 1758 was then entered and adopted recommending approval of GP-79-9 per
the staff report of June 13, 1979.
