Planning Commission <br />June 13, 1979 <br />Page 9 <br />MATTERS FOR COMMISSION'S REVIEW <br />a. Consideration of Alameda County Fair Five-year Capital Improvement Program. <br />After consideration of the Planning Commission, Commissioner Wilson explained the proposed <br />improvements and the order of the items listed. After discussion, no recommendations <br />were offered. <br />b. Initiation of an amendment of the off-street loading requirements of the Code. <br />After discussion, it was agreed to initiate an amendment of this requirement. <br />ROLL CALL VOTE: <br />Ayes: <br />Noes: <br />COMMUNICATIONS <br />None <br />Commissioners Geppert, Getty, Jamieson and Chairman Doherty <br />Commissioner Wilson <br />TENTATIVE SUBDIVISION MAPS <br />Tentative Map, Tract 4257, Longview Drive <br />Application of Dr. Howard Long for tentative map approval for Tract 4257 for a 10-lot <br />subdivision on a 50+ acre site located at the northwest quadrant of the terminus of <br />Longview Drive. The site is zoned HPD (Hillside Planned. Development) District. <br />Mr. Harris explained the staff report and the fact that this project is exempt from <br />RAP. He stated staff recommended approval of the map subject to the conditions of the <br />staff report. <br />Mr. Campbell, Director of Public Works spoke addressing water. He explained the <br />Engineering recommendation regarding the 8" line. He stated that Longview is not a proper <br />place for the line. He stated the high pressure could be a problem in response to the question <br />of Commissioner Wilson. He further stated there is no value in pumping water back up hill <br />and there would have to be another pumping system. Mr. Campbell addressed Commissioner <br />Geppert and explained the amount of pressure of the water. Mr. Campbell stated a better <br />location is to the south in Johnson's park and that they have a reservoir. He stated that <br />if the water line was put on Longview it would be dangerous with possibility of water rushing <br />down and damaging the regulators. <br />The public hearing was opened. <br />Gilbert Maines, attorney for the applicant spoke stating they agree with the staff report <br />but that the previous day there had been a change in the suggested water system and that the <br />water line proposed by Mr. Campbell would be a hardship on the developers and that they <br />want the line to be on Longview Drive. He stated they have done a lot of preparation work <br />regarding the water line and negotiated easements, etc. He stated that the previous <br />Tuesday, they met with staff and were pleased with the results and thought the City and <br />proponents came to an agreement. <br />Don Bissell, Bissell and Karn, engineers for the applicant spoke and he stated they have <br />invesitgated the tie line and think it would be good for the City. He stated that while it <br />may not be where Alan B. Campbell wants one, it would benefit the City. He addressed <br />pressure reducers and that they are addressing many and not just one which would take care <br />of any emergency situation.
