Planning Commission <br />June 13, 1979 <br />Page 4 <br />R-79-05, City of Pleasanton <br />Application of the City of Pleasanton to prezone a 37 acre area located along Stanley Blvd. <br />between Main Street and the First Street-Stanley Boulevard roadway to the R-1-20,000 <br />(Single-Family Residential) District (generally the westernmost 17.5 acres) and the C-S <br />(Service Commercial) District (generally the eastern 19.5 acres) or any other zoning <br />district consistent with the General Plan. A neg declaration of environmental impacts <br />will also be considered. <br />Mr. Harris explained the staff report. <br />Commissioner Geppert discussed and inquired about how wide the right of way is which is <br />zoned R-1-20,000. Mr. Harris referred to the map and explained. Commissioner Jamieson <br />inquired about the smallest lot. <br />The public hearing was opened. <br />Earl Augusta, 3693 Stanley Blvd. spoke commending the staff for their work. He stated he <br />accepts the staff report and offered some comments with regard to prezoning concerning the <br />General Plan as it relates to Commercial Services. Mr. Harris explained. Mr. Augusta <br />stated that if a General Plan Amendment is necessary, he requests a fee waiver be part <br />of the annexation agreement. In answer to Commissioner Doherty's question, Mr. Augusta <br />stated he prefers R-1-20,000 for his property. Mr. Augusta stated he would like commitments <br />made to him in writing with regard to septic tanks as Planning Commission and staff changes <br />from time to time and he wants sewers and other public improvement proposals at no cost <br />to the residents. Commissioner Jamieson asked Mr. Alan Campbell if the City could make a <br />written commitment concerning no costs for sidewalks, curbs and gutters, etc. Mr. Campbell <br />stated any commitments would have to be made by City Council. <br />(Councilman Wood left and Mayor Brandes arrived). <br />Commissioner Wilson referred to ~~10 and 411 of the Initial Study and asked if the <br />intention of the City was to wait until the property is developed before requiring <br />utilities. Mr. Campbell stated the utilities would wait for development. Mr. Campbell <br />stated sewer and connection fees are the main concern and the City's past position has <br />been residents were not normally required to connect or pay costs, but that wouldn't <br />guaranty anything in the future. In answer to Commissioner Wilson's question, Mr. Campbell <br />stated if the properties were sold they would require improvements, if they were developed. <br />Mr. Augusta stated if the sewer was a reasonable distance from his property he would be <br />willing to connect but if it were a long distance that would be unreasonable. Mr. <br />Augusta then stated again he preferred R-1-20,000 for his property. <br />Amos Jones, 4023 Stanley Blvd. spoke stating that he was told that if they were to go <br />with the City the cost would be pennies. He stated the sewer currently is in front of <br />Molinaro's property. <br />Joe Madden, 3851 Vineyard Avenue spoke commenting on the project as it relates to his <br />property only. He stated he agrees with the staff report and wishes his property to <br />remain "A". <br />The public hearing was closed. <br />The Planning Commissioners discussed the General Plan for commercial and residential <br />uses and whether or not the zonings would conform to the General Plan. Mr. Harris <br />explained alternatives available. He addressed the railroad and the possible track <br />consolidation. Commissioner Wilson made a motion, which was seconded by Commissioner Getty <br />
