Planning Commission <br />June 13, 1979 <br />Page 3 <br />Dr. Trent Pridemore addressed the Commission stating last month the homeowners had serious <br />objections and that Plan "A" is basically the same as the one to which they objected. <br />He stated they prefer Plan "B" saving thre trees, renderings should be more specific, <br />routing of walkways through the school, a provision of access to Abbie Street and the <br />placement of two-story homes, but of the two plans; they prefer Plan "B". Charlotte <br />Severin, 4513 Mirador spoke and concurred with Dr. Pridemore's comments. Virginia Patton, <br />630 Angela stated she didn't feel the development to be compatible with the existing <br />houses but that Plan "B" is more imaginative than Plan "A". <br />Robert Myers, the property owner spoke urging approval of the Centex proposal. <br />Commissioner Wilson addressed the existing Swale and drainage to the east. He further <br />stated the proper zoning should be HPD. He stated the Commission asked the developer to <br />come back with a plan to reduce grading and preserve trees and that if the developer lost <br />density he could make it up on the eastern edge of the property. He stated the grading <br />proposed is not much different than the original plan. He then read excerpts of the <br />Initial Study and that taking out basketball courts from the school would have a definite <br />negative impact on the environment. Commissioner Geppert stated he didn't like Plan "B" <br />and that six of the homes proposed could get burglarized often; he had concerns with <br />fire fighting equipment because the require approximately a 60' turning radius. He <br />liked the landscaping in Plan "B". He liked Plan "A" better than "B" but was not happy <br />with either one. Commissioner Jamieson stated he agreed with Commissioner Wilson concerning <br />the extreme cuts, swale, etc. <br />The public hearing was closed. <br />Commissioner Geppert stated some things can't be changed without a lot of grading. He <br />stated he was sure nothing could be built on the land profitably without grading. <br />Commissioner Wilson stated he felt sure their engineering staff could come up with some <br />better plans. He acknowledged that there would be a loss of lots. He also stated that <br />the land has swales and hills and all the proposal is doing is knocking down the hills, <br />eliminating the swales with grading. He stated the developer is putting a flat land <br />subdivision on a hillside. <br />(9:20pm Joyce Getty arrived). <br />Commissioner Geppert asked if a vote could be taken on the project prior to the proposed <br />mitigated negative declaration. Mr. Harris responded that was not possible but that a <br />straw vote could be taken on the project (no action) and then a vote could be taken on <br />the negative declaration. <br />Commissioner Geppert made a motion stating the Planning Commission has reviewed the Initial <br />Study prepared for PUD-79-1 and determined the project would have a significant impact on <br />the environment but that all significant impacts can be mitigated. The motion died for <br />lack of a second. <br />Commissioner Doherty moved the application of PUD-79-1 as submitted be denied without <br />prejudice. This motion was seconded by Commissioner Wilson <br />ROLL CALL VOTE <br />Ayes: Commissioners Geppert, Jamieson, Wilson and Chairman Doherty <br />Noes: None <br />Abstain: Joyce Getty <br />Resolution No. 1749 was then entered and adopted denying PUD-79-1 without prejudice. <br /> <br />
