Planning Commission <br />June 13, 1979 <br />Page 2 <br />their attention at the May 9, 1979 Planning Commission meeting. <br />The public hearing was opened. <br />Bill Hirst, 147 Bernal Avenue, spoke representing the applicant. He stated there is <br />nothing to preclude the Commission from acting on the negative declaration this evening <br />and requested disposition be made. <br />Commissioner Wilson stated that the Commissioners should be supplied with grading and <br />slope plans and none have been furnished. After further discussion of the Commissioners <br />present, it was decided because City Council has made no decision regarding Urbanization <br />concerning this property, Commissioner Wilson motioned that this item be continued until <br />July 11, 1979. This motion was seconded by Commissioner Jamieson. <br />ROLL CALL VOTE <br />Ayes: <br />Noes: <br />Absent: <br />Commissioners Geppert, Wilson and Jamieson <br />Chairman Doherty <br />Commissioner Getty <br />This subject was continued to July 11, 1979. <br />PUD-79-1, Centex Homes <br />Application of Centex Homes for Planned Unit Development approval for a 116 unit, single- <br />family detached residential complex to be located on a 32.4 acre site located between Pleasanton <br />School Upper playfield and Mirador Drive and immediately southerly of the residences <br />bordering Angela Street. The site is presently zoned A (Agricultural) District. A <br />negative declaration of environmental impacts will also be considered. <br />Mr. Harris explained the staff report and the reduction of units from 82 to 79. He <br />stated the proponents now are presenting alternate plans, "A" and "B". He stated one <br />plan shows open space which would be part of the bordering lots. He explained the <br />differences in lot sizes of the two plans and confirmed that the applicant intends to <br />save all of the oak trees. <br />The Staff and Planning Commissioners then discussed street widths, open space requirements; <br />Mr. Harris stated that by putting open space in the plan, the developers are forced to go <br />to narrower streets using less right of way. .Commissioner Jamieson stated he felt it <br />would be impossible to ask people to park on just one side of a street. Mr. Harris <br />explained this is done in Del Prado and other tracts in the area. <br />Public hearing was opened. <br />Bob Douglass, M & M Consultants, representative of the applicant spoke. He presented <br />many exhibits taking the entire audience through the design concepts proposed for two <br />alternate plans. He addressed grading, dirt moving and saving the oak trees. He stated <br />there would be no through streets because of the loop pattern in the plan. He also <br />stated the average lot size is 8,000 sq. ft. He then presented an aerial photo superimposed <br />with the development on it. Commissioner Wilson expressed concerns with the possibility <br />of using part of the existing school site and stated that these plans do not look much <br />different than the original submittal. In response to questioning, Mr. Douglass stated <br />he had no problems with the staff report except for conditions 411, 4616 and as to how X617 <br />would be implemented. Mr. Harris explained. Concerning ~~18, Mr. Douglass stated he would <br />like to see the word 'generally' put in this condition. <br /> <br />
