Mr. Schaumburg stated that generally traffic at McDonald's would not be <br />at peak traffic hours. Commissioner Geppert stated he felt a traffic study should <br />be required. <br />Commissioner Getty asked when the Las Positas Shopping Center would be built. Mr. <br />Harris stated he did not known. Commissioner Getty asked how the area around <br />McDonald's would be used. Mr. Harris stated that nothing has been proposed as yet <br />but that it was zoned C-F which had the potential for considerable development. <br />Mr. Harris stated landscaping would be considered at the design review level. <br />Commissioner Jamieson asked if the City would select the consultant if it was deemed <br />that a traffic study was necessary. Mr. Harris stated the City could select the <br />consultant. <br />Chairman Doherty declared the public hearing opened. <br />Gwin Ferguson, representing McDonald's, stated that if a traffic study were required <br />they will go along with that. She stated her initial reaction to the requirement <br />of a traffic signal was that it should be done by assessment district and that McDonald's <br />would contribute to that. She stated she was agreeable to conditions regarding the <br />bike path. She added that the building McDonald's has planned has been submitted <br />with the necessary conditions and that they look forward to being in Pleasanton. She <br />added that their initial traffic studies indicate that McDonald's traffic will include <br />68% already there and that 32% would be additional. <br />Commissioner Geppert asked if McDonald's would be agreeable to constructing a bike <br />path along Tassajara. Ms. Ferguson stated they would prefer not to. <br />Joe Madden, 3851 Vineyard Avenue, Secretary to the Old Santa Rita Road businesses, <br />stated there was a need for a restaurant in this area to service the small businesses <br />on Santa Rita Road and that he favored approval of the application. <br />Mr. Robert Pearson, 3590 Churchill Court, disagreed with the findings of the Initial <br />Study and felt that an Environmental Impact Report should be required. He inquired <br />about completion of the freeway interchange. Staff did not know the timetable of <br />Cal Trans on possible completion of the interchange. Mr. Pearson stated that this <br />development could jeopardize completion of that interchange and he felt that an EIR <br />should be required. He stated there was no room on the street for a bicycle trail <br />without being elevated which would cost a great deal of money. Mr. Pearson urged <br />denial of the application or require an Environmental Impact Report to consider the <br />serious impacts of this development. <br />Chairman Doherty closed the public hearing. <br />Chairman Doherty asked if staff knew whether Cal Trans had any future plans for the <br />completion of the I-580 interchange. Mr. Harris advised that staff did not know <br />what Cal Trans plans to do at this interchange. <br />Commissioner Getty expressed concern regarding other expansion in the area and said <br />she was not happy about having McDonalds.
