PLANNING COMMISSION MINUTES JULY 26, 1979 (continued) <br />Commissioner Jamieson stated he felt information should be received from Cal Trans <br />regarding the completion of the I-580 Interchange. Chairman Doherty asked if staff <br />could get information from Cal Trans before design review hearings on this application. <br />Mr. Harris advised it could be obtained before that time. <br />Commissioner Geppert stated he felt this public hearing should be continued until <br />information from Cal Trans could be received regarding what short and long range <br />plans they have for the interchange and overpass; direct the applicant to have a <br />traffic study of the area completed; and take a look at putting in a viable bike lane. <br />He stated he felt that with this information the Commission could determine if a <br />traffic signal would be needed soon and if a further directed Environmental Impact <br />Report is needed. <br />Commissioner Jamieson stated he would prefer to wait on a traffic study as he felt <br />it would be theoretical until this project is completed. Mr. Harris stated a <br />traffic study would provide us with more information than we have at present and <br />it would be helpful. <br />After discussion, it was moved by Commissioner Geppert and seconded by Commissioner <br />Getty to reopen the public hE.aring on UP-79-14 and continue the item to the Planning <br />Commission meeting of August 8, 1979, 7:30pm, Fairgrounds Cafeteria, for a decision <br />after receiving additional information. <br />ROLL CALL VOTE <br />AYES: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairman Doherty <br />NOES: None <br />ABSENT: None <br />GP-79-6, Alfred Fromm and the City of Pleasanton <br />Application to change the General Plan land use designation on the area bounded by <br />I-680 to the Arroyo del Valle, the extension of Valley Avenue and Bernal Avenue from <br />A (Agricultural and Grazing) to (Industrial and Commercial) District. A negative <br />declaration of environmental impacts will also be considered. <br />Mr. Harris presented the staff report dated July 26, 1979. He requested that certain <br />changes be made to conditions 3, 5 and 9 and that 6 be deleted. <br />The public hearing was opened. <br />Mr. Irvine Loube, attorney, representing Alfred Fromm, stated his client concurred <br />with the staff report with the exception of Condition 461 - that case GP-79-6 does <br />not become effective until the subject property has been annexed to the City. He stated <br />he would like to reserve the right to contest this condition to review further. <br />Commissioner Jamieson asked about the possibility of obtaining the land of the City <br />and County of San Francisco in this annexation. Mr. Loube stated he felt their chances <br />were good of getting this land and that negotiations were being discussed at this time. <br />Richard Frisbee, Environmental Center, presented and reviewed exhibits, schematic <br />and site plans showing the planning of the area, landscaping, periferal treatment <br />and open space, frontage road along the creek, preservation of trees, type of buildings <br />and the street system internally. He stated these were basic concepts and were <br />flexible. <br />-8- <br />
